The Payroll Office is responsible for paying all 17,000 University employees on time and correctly. This area makes all payroll related tax deposits and submits income reports, processes retroactive funding changes, reconciles health care billings, makes retroactive pay adjustments, pays all third party payroll vendors as well as collect and disburse all garnishments, tax liens and child support orders. In addition, they are responsible for obtaining and maintaining all I-9’s and are charged with determining the taxability and employability of all non-resident alien employees.
Core responsibilities of the Payroll Tax Accountant consist of the following:Making tax deposits, and preparing/filing tax reports in compliance with federal, state, and local regulations for all payroll tax activities;
Reviewing pre-tax and post-tax deductions for compliance with federal, state, and local regulations and making adjustments as needed;
Reconciling paycheck deductions and initiating benefit payments to 3rd party vendors, and work with 3rd party administrators to resolve issues or discrepancies;
Reconciling multiple benefit accounts;
Performing periodic trial balances and ongoing reconciliation of year-to-date totals impacting employee earnings, withholdings, and employee/employer reporting requirements;
Preparing the timely issuance of W2s for all employees;
Assisting employees with understanding the impact of deductions and tax withholding to payments issued;
Staying informed of federal, state and local regulations related to income tax withholding and benefits;
Assisting with processing garnishments and levies;
Assisting with researching tax regulations affecting employee compensation, fringe benefits and payments to non-residents;
Conducting research and preparing special reports for management as needed.
Required Qualifications:Bachelor's degree or equivalent in accounting/business related field or equivalent level of training and/or several years of related experience;
Extensive knowledge of and ability to interpret federal, state, and local payroll tax regulations and requirements;
Extensive knowledge of all levels of tax filing and reporting requirements for employers;
Experience preparing W2/941 forms;
Familiarity with IRS abatement process;
General payroll experience;
Professional accounting experience with knowledge of generally accepted accounting principles, practices, and account reconciliation;
Demonstrated initiative to independently plan, organize and prioritize workload to meet strict deadlines with multiple competing priorities;
Must be able to maintain absolute objectivity and confidentiality with all employees and all payroll related data;
Advanced level experience using automated systems, personal computers and software such as Microsoft Office applications (specifically Word, Excel and PowerPoint) in an accounting oriented environment; and
Excellent interpersonal and communication skills with the ability to provide customer service in a courteous manner and work effectively with diverse groups of people
Preferred Qualifications:Experience preparing personal/business tax returns
Experience working with a large, automated, complex payroll system in a high volume environment
Payroll experience in a higher education setting
Experience with Banner Payroll/HR
Knowledge of garnishment regulations
Familiarity with the interaction between accounts payable and payroll
Knowledge of rules and regulations regarding taxation of employee fringe benefits and payments made to those in a non-resident alien tax status
Experience interpreting and applying federal, state, and local tax regulations to individuals in a nonresident status
