The John Glenn College of Public Affairs at The Ohio State University welcomes applications and nominations for a clinical faculty position in public budgeting and financial management. The position is open rank and clinical track. Appointments to this clinical faculty position will be under the Glenn College’s Enarson Fellow’s program.
The Enarson Fellow’s program is funded under the Ohio State University’s Harold L. and Audrey P. Enarson Professorship. Harold Enarson was the ninth president of the Ohio State University from 1972 to 1981. Enarson Fellows serve the professorship’s goal of strengthening and improving the quality of education at the University with a focus on preparing students for public service.
The Enarson Fellow in Public Budgeting and Financial Management will potentially teach graduate and undergraduate courses in public budgeting and finance, public sector economics, state and local finance, and public financial management. The Enarson Fellow in Public Budgeting and Financial Management may also develop and teach professional development workshops and modules for working public sector professionals through the Glenn College’s Management Development Programs. Courses and workshops in the College are delivered in person, online, or in a blended format. A willingness to engage in online teaching is required. This position is located in Columbus, Ohio. The number of courses and workshops and terms of appointment are flexible and can be negotiated. The length of appointment, full or part-time status, and benefits eligibility are determined by the number of courses, workshops and other assigned duties and activities.

Successful candidates will likely have a degree or academic specialization in budgeting and financial management, public affairs, public administration/management, public policy, accounting, economics, or a related field. At least an earned master’s degree, an appropriate professional terminal degree, or bachelor’s degree with professional credentials demonstrating expertise in their relevant area of study, a minimum of five years of experience in the workplace and the required licensure/certification in his or her specialty are the minimum requirements for a clinical faculty position. Highly desirable candidates will have extensive public service experience and knowledge of state and local budgeting and public finance (e.g. serving in elected office or a civil service position; working with public or nonprofit organizations), university or professional development teaching experience, and/or demonstrated success in working with diverse populations and a commitment to diversifying the profession. Salary will be determined by rank of appointment and experience. The salary scale for clinical appointments is comparable to the salary scale for tenure-track appointments at the Glenn College.
