Position Summary: The Director of Design and Construction, in Capital Asset Strategies & Finance (CAS&F), provides systemwide policy leadership and project level guidance for the architectural/engineering design and implementation of facilities for the University of California (UC). This leadership includes consultation on code/regulatory/policy issues and chief liaison for fire marshals, OSHPD representation, building standards and codes, and building officials.
The Director is responsible for providing advocacy, guidance and oversight to University campuses and medical centers for the capital project design and construction process. The Director provides leadership to all UC campuses and facilities including medical centers, research labs, academic and student life facilities, and other non-campus projects. The Director is a liaison between campuses and several system wide offices with capital program responsibilities. This leadership must be exercised for multiple, concurrent projects with a high degree of visibility at the campuses, in the community, and with The Regents. Overall, this position acts as an expert ombudsperson and advocate to ensure effective communication and access by the campuses to all University resources necessary for cost-effective and timely implementation of the University's capital program.
The Director interacts with campuses and the Office of the President (UCOP) executives, typically at the Assistant Vice Chancellor/Vice Chancellor level, in reporting on project status and challenges. Project issues at this level generally require the most sensitive level of political acumen and an ability to resolve the most complex campus/project issues with sensitivity and tact. Complex interactions with senior level campus officials in negotiating project parameters and changes are also typical at this level of project consultation.
