The Institute for Health Metrics and Evaluation (IHME) is a dynamic organization at the University of Washington. Its mission is to monitor global health conditions and health systems, as well as to evaluate interventions, initiatives, and reforms. A core research area for IHME is the Global Burden of Diseases, Injuries, and Risk Factors enterprise (GBD). A systematic, scientific effort to quantify the comparative magnitude of health loss due to diseases, injuries, and risk factors by age, sex, and geography over time, GBD is the largest and most comprehensive effort to date to measure epidemiological levels and trends worldwide. GBD's aim is to provide policymakers, donors, and researchers with the highest-quality quantitative evidence base to make decisions that achieve better health.
IHME has an outstanding opportunity for a Technology Program Manager on the Data Science team. The main purpose of this position is to facilitate and manage activities related to the Data Science team, an interdisciplinary group of researchers, data scientists, software engineers, technical managers, and software architects who are working to develop both scientific software and data analysis processes that enable IHME's researchers to perform cutting-edge science in a more efficient, robust, and reproducible manner. The Data Science team aims to identify statistical, computational, and data accessibility needs across the institute and then build tools and design processes to address them. The team's projects include scientific computing pipelines, advanced Bayesian modeling tools, statistical simulation software, data science best practices development and training, piloting new technologies, and more.
The Technical Program Manager will work with stakeholders of the Data Science team's software and services to define requirements, determine milestones, facilitate coordination, track progress, and ultimately ensure timely delivery. He/she will be part of the IHME Technology Team, while also working closely with faculty and researchers on other teams. He/she must develop an understanding of the interdependencies among key analytic components. He/she facilitates strong communication among teams, schedules and orchestrates meetings, and manages action items lists that result from them. He/she must be able to communicate well with individuals from a variety of backgrounds, cultures, and knowledge bases. Most importantly, the Technical Program Manager must carry out his/her responsibilities with a high degree of accuracy, timeliness, and awareness to help flag priorities and potential problems in order to find solutions that keep the project progressing on tight timelines.
Program Management Analytic Goal-Setting, Coordination, and Implementation
Work with the Director of Data Science, software developers, faculty, researchers, and research managers to determine requirements for the Data Science team's many products. Develop a work plan for software engineers and researchers to implement these requirements. Understand project goals and translate those goals into action to deliver complex products on deadline.
Design, implement, and maintain quality management processes to track workflow and make explicit the interdependencies between the many moving pieces of the Data Science team's work. Track progress against flowcharts and other project management tools in order to identify quickly and accurately issues that must be resolved in order to meet deadlines.
Help to standardize and implement project management tools used to ensure high-quality and timely technical coordination among engineers, architects, managers, and other team members.
Work to facilitate strong communication and coordination across the Data Science team. Schedule, orchestrate, and support meetings, devise and track follow-up action item lists, and maintain meeting documentation.
Detail complex analytic processes through the creation of flowcharts and other visual aids. Introduce these schemata and aids into the management workflow of different teams. Support teams using them in best practice for their design.
Monitor and assess adherence to data and code quality protocols among researchers and data professionals by ensuring that code is checked into version control, properly documented, and managed in such a way as to facilitate collaboration among developers and researchers.
Manage a team of software engineers, research engineer, and web application and integration developer.
Coordinate annual expectation-setting and evaluation for team members.
Collaborate on career development plans for team members.
Develop and maintain a high-level understanding of modern big data technologies and how they relate to the work of IHME's Data Science team. Become familiar enough with their uses, requirements, and pros and cons to successfully manage projects that rely on them.
Become familiar with the dimensions and uses of health data in complex multidisciplinary analyses.
Work directly with researchers to track and address questions and problems identified when accessing data or using tools and shared code.
Create smooth and efficient processes for archiving and maintaining project records, including study protocols, meeting reports, presentations, publications, funding requests, and other materials as needed. Make all materials available as needed to project participants.
Assist in preparing presentations and publications related to the Data Science team's work.
Perform literature reviews, background searches, and article summaries as needed to support research endeavors, advance one's own learning about and fluency in relevant global health topics, and prepare for and help develop project materials.
Convey technical strategies and describe bottlenecks and proposed solutions to both technical and non-technical staff in order to achieve common understanding and resolution among team members.
Communicate clearly and effectively while contributing as a productive member of the Technology Team. Work closely with other team members to help them with relevant tasks, guide them in the development of new skills, and to help resolve emerging problems on different projects. Attend relevant meetings, adhere to deadlines, and participate in collectively advancing team-level objectives.
Perform additional duties as assigned that fall within the reasonable scope of this position as a member of the Technology Team.

| Bachelor's degree in social sciences, sciences, mathematics, engineering, or related field and four years' experience, or equivalent combination of education and experience. |
Must exhibit strong desire and ability to learn new intellectual content across different disciplines in a timely fashion.
