As a Member of the FIN Leadership Team, the incumbent will be responsible and accountable to: Provide leadership and direction to the Group in line with the business objectives of the Treasury Division and the Finance Department. Develop annual business plans for the Group, including recommendations on resource allocation and budgetary requirements for annual planning purposes. Monitor results and work with Treasury Division Management to improve resource planning and allocation to achieve progressive efficiency gains, while addressing current and emerging business needs. Reallocate or reorganize resources to improve performance. As Group Head, the Incumbent will be responsible and accountable to: Coordinate, plan, and monitor the day-to-day management of the operational cash and all cash transactions to ensure the Bank meets its obligations as they come due. Manage and monitor the payment flow of Bank transactions, reconciliation and investigations of all outstanding cash items.
Ensure that Confirmations and Settlement tasks related to Securities and Non-Security transactions (i.e. FX, money markets, swaps, swaptions, futures and any other products approved in the future) for both the Investment and Funding activities are executed. Oversee the execution of Bond and Swap Documentation to ensure that the validation of term sheets, pricing supplements and prospectus for New Bond issues, asset and Liability swaps are performed in a timely and accurate manner. Monitor information related to CMS activities ensuring that business is operating effectively and deadlines are met. Collaborate actively with ITE and other support areas to regularly review and test IDB cybersecurity arrangements in relation to payment systems and channels. Manage and complete work on capital projects and special projects related to treasury back office and cash management to ensure delivery of planned corporate products and services that support, directly or indirectly, the work of the Bank in the Region. Foster frequent and regular interactions with internal clients and other support areas (other members of Finance team, Risk Management, Internal Audit) and with external entities including financial counterparts, other MDBs, financial services vendors, etc. to gather market intelligence and feedback to provide for continuous improvement of service quality. Manage Service level agreements with internal and external entities, including elaboration of key performance indicators and regular reporting. Perform AML activities, including processing of alerts through the Compliance Screening System and related investigations in accordance with IDB's policies and guidelines on AML. Provide assistance to other areas of the Bank for the review and implementation of AML/CTF framework. Process and respond to requests received from Bank counterparts in relation to regulatory compliance, certificate of signatures and on-line banking solutions. Oversee all on-line banking accesses both in HQ and in country offices and ensure compliance with IDB standards.
Education Master's degree (or the equivalent) in Finance, Economics or related field. CFA is a plus.
Experience Minimum of ten (10) years of relevant experience in multi-currency, fixed-income investments, swift, back-office treasury operations.
Language Proficiency in written and oral English and full command of one of the other three official languages of the Bank (French, Spanish or Portuguese) is required
Systems Proficiency with Bloomberg, investment management systems such as Summit, and the Microsoft Office suite is highly desirable. Incumbent will be responsible for developing and maintaining models using both Access databases and Excel spreadsheets.
