Student Business Services (SBS) is responsible for UCSC's receivables, sundry debt collections, credit balance refunding, and cash and payment card compliance across campus. The office consists of four major areas: Customer Service which handles all student interactions, disbursements, and refunds; Receivables and Loans which handles collections on past due accounts and manages student loans; Analysts which maintain the UCSC eBill/ePay system, general IT support for the office, and handle reporting; and the Main Cashier's Office which accepts student payments, collects sub-cashier deposits, and deposits to the bank. Academic Information System (AIS) is the custodian of many types of information, including that which is confidential, proprietary and private. Student Business Services is also responsible for all cash and credit card compliance issues, training, and oversight at UCSC. Annually, the SBS office collects approximately: $42 million in deposits from the 150 UCSC sub-cashier stations and processes approximately 76,000 transactions posted to AIS, representing over $163 million in general payments. Additionally, SBS handles the disbursement of $93 million in financial aid disbursements and $70 million in refunds either mailed or directly deposited to the student's bank account.
Under the general supervision of the SBS Associate Director, this position is recognized as the campus credit card coordinator. The Payment Card Coordinator provides central campus oversight and coordination to 20+ campus departmental merchant accounts handling all annual credit card sales. In partnership with UCSC's Controller's Office, campus ITS data security, UC's contracted Qualified Security Assessor (QSA), and various UCSC units, the coordinator ensures merchant transaction compliance with Payment Card Industry Data Security Standards (PCI-DSS) and all other regulations, requirements and policies related to payment card acceptance.
This position requires advanced knowledge and experience with financial data security, customer service and financial operational concepts and campus objectives to resolve highly complex issues; exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results; complies with all external and internal controls and maintain appropriate cash handling accountability; develops audit programs to evaluate compliance with campus and university-wide cash handling controls, guidelines, policies and procedures; maintains confidentiality while reporting accurate financial data/detail to staff, students, faculty and other customers; acts as liaison for sub-cashier managers regarding variances from established cashiering policies and procedures and prepares and submits draft reports of findings to the Campus Cashier Coordinator.
Failure to adequately perform duties could expose the campus to significant financial penalties and damage mitigation costs in the event of a data breach.
Bachelor's degree in finance, business or public administration or a related field and/or equivalent combination of experience and training.
Thorough knowledge of financial analysis and reporting techniques.
Advanced knowledge of federal and state collection laws, regulations, and policies as they relate to the collection of debt.
Demonstrated ability to read, interpret, and apply complex federal, state, and University regulations and policies.
Knowledge of standard accounting principles, practices and terminology.
