Rutgers School of Public Health, partnered with the CDS at the New Jersey Department of Health, is hiring a senior level Epidemiologist/Program Manager to lead a team of ten communicable disease epidemiologists in the NJ DOH Regional Epidemiology Program (REP). The successful candidate will have the necessary education, training, and experience to provide managerial oversight to the REP; serve as liaison with internal and external stakeholders; oversee and provide technical assistance on epidemiological investigations performed by program staff; and coordinate/provide communicable disease training opportunities for local public health partners. Under the direction of the CDS Director, the Epidemiologist/Program Manager will lead the Regional Epidemiology Program and ensure that the highest quality of surveillance and epidemiological support services are provided to local health departments, hospitals, and other public health partners throughout New Jersey. This position is stationed in Trenton, NJ with periodic travel throughout the state (approximately 10-15% time spent in the field).
Duties of the Program Manager/Epidemiologist include:Oversee daily operations of the Regional Epidemiology Program.
Establish and monitor programmatic goals, assess program performance and implement changes to ensure the provision of high quality epidemiology services throughout New Jersey.
Prepare and revise technical and administrative protocols and procedures for REP staff.
Represent REP with other programs within NJDOH and with external stakeholders, including health departments, hospitals, and other public health partners. Attend meetings throughout New Jersey, as needed, related to communicable disease reporting and investigation and/or program management.
Organize and moderate Communicable Disease Forums — in-person and webinar training programs to share information on communicable disease investigation between NJDOH, local health departments, hospitals, and other public health partners.
Provide epidemiologic consultation to REP and local health department staff, as needed, on communicable disease and outbreak investigations. Consultation may include: descriptive analysis, development of tools (e.g., questionnaire, line list), development of analytical study (case-control, cohort) methods, implementation of data collection, and provision of guidance on outbreak summary reports.
Review statewide surveillance systems, including the Communicable Disease Reporting and Surveillance System (CDRSS), Influenza-like Illness Surveillance Reports, and EpiCenter Syndromic Surveillance System to identify trends and/or issues needing additional investigation.
Prepare responses to inquiries pertaining to designated communicable diseases, including preparation of EpiGram newsletter, development of program web content, and other venues.
Mentor and directly supervise two supervisory epidemiology coordinators.
Mentor and directly supervise CDC Career Epidemiology Field Officer (CEFO). Serve as point of contact with CDC Program Officer and direct CEFO's work on emergency preparedness and response activities working with other areas of NJDOH.
Serve a program liaison with Rutgers School of Public Health for administrative procedures and requirements.
Report on REP achievements and grant activities for NJDOH administration as well as Rutgers University.
Provide on-call coverage for after-hours CDS emergency service on a rotating basis.

Required Knowledge, Skills, and Abilities:
Strong interpersonal and oral/written communication skills, demonstrated program management and team leadership; and at least 2 years of supervisory experience. Proficiency in statistical analysis programs (e.g., SAS, Excel, Access) preferred.
