This leadership position oversees the Teaching and Learning Technologies (TLT) department of the Division of Technology Services for the University of Wisconsin-River Falls. This position supports the use of instructional technology and related technology resources used for teaching and learning activities at the University. The Teaching and Learning Technologies department is responsible for the campus’ academic technology services including but not limited to Course/Learning Management System (Desire2Learn), screen recording software (Camtasia Studio, Camtasia Relay Recorder), media hosting and delivery services (Kaltura Management Console), collaborative learning spaces (Wikispaces), interactive/digital ink technologies (SMART Technologies), student response systems (iClickers), electronic test scanning (OpScan / Remark Test Analysis), originality detection system (Turnitin), course webpage development/web-authoring, online student evaluation systems (Scantron Class Climate), other 3rd party applications and classroom technologies. TLT also provides instructional design services, learning space design and development opportunities for faculty in the use of various technologies and media.
Specific Duties and Responsibilities:
A. Supervisory Responsibilities
- Organize work, assign responsibilities, and establish measurable standards for employees.
- Provide regular feedback and conduct annual performance reviews with employees.
- Recommend the hiring, transfer, suspension, layoff, recall, promotion, discharge, evaluation, and discipline of employees.
- Develop individual training and development plans for staff members that foster their continued professional growth and the ability of the unit to meet emerging needs of the university.
- Identify conferences, training programs and workshops that would enhance staff members’ knowledge and skills.
- Recommend employees for recognition awards and discretionary compensation awards as appropriate.
- Administer emergency call?in procedures so that employees can deal with special situations that arise outside of the normal work day.
- Organize the process and recruitment materials for new positions including position descriptions, advertisements and interview protocol.
- Oversee the development and deployment of a student worker cadre to extend the capacity and quality of the Teaching and Learning Technologies unit.
B. General Management
- Develop and manage the unit’s budgets.
- Work with outside vendors as the liaison for Instructional Teaching and Learning Technologies
- Work with other areas in the university to coordinate projects and other daily work.
- Assign staff as members on cross-functional project teams, as liaisons with University committees, and to other work groups.
- Serve as advisory, non-voting member of the University Technology Council.
- Function as a liaison with the campus community and appropriate UW-System office and groups.
- Serve as, or designate appropriate staff members, as the campus’ liaison to the UW Learning Technology Development Council (LTDC).
- Serve as, or designate appropriate staff members, as the campus’ liaison to the UW Desire2Learn Site Administrators’ group.
- Serve as, or designate appropriate staff members, as the campus’ liaison to the UW Kaltura Media Management system.
- Ensure that the work of the Teaching and Learning Technologies unit is compliant with campus technology standards, University of Wisconsin System guidelines and federal laws governing the management of data and technology resources.
- Remain current in technology trends and the use of technology in instruction in higher education and emerging technologies.
- Lead strategic planning and policy development initiatives based on university strategic priorities, changing technologies, and evolving faculty and student needs.
- Identify and track key metrics to determine the unit’s effectiveness.
- Create, monitor and revise business processes to best meet faculty and student needs.
- Analyze work and process flow, plan and implement solutions to make the unit efficient and effective.
- Resolve escalated Teaching and Learning Technologies
- Act as an advocate for faculty and students in planning and delivery of services.
- Assure effective communication with the campus community that is timely, accurate and relevant.
C. Management of Instructional Services Specific Functions
- Provide university-wide leadership for the incorporation of technology and electronic media into teaching and learning. These services/tool include, but are not limited to
- Course/Learning Management System (Desire2Learn)
- Screen Recording Software (Camtasia Studio, Camtasia Relay Recorder)
- Media Hosting and Delivery Services (Kaltura Management Console)

- Electronic Test Scanning (OpScan / Pearson’s Exam II)
- Plagiarism Detection System (Turnitin)
- Course Webpage development/web-authoring
- Provide faculty with tools, training, workshops and individual consultation that facilitates the use of technology and electronic media to enhance teaching and learning.
- Lead and manage the university’s Online Teaching Institute and Online Course Review programs.
- Provide training, technical support and troubleshooting for the campus’s learning management system.
- Provide guidance for the creation, upgrades and decommissioning of campus and departmental computer labs.
- Provide guidance to the creation, ongoing operation, maintenance, repair and upgrades of classroom technology.
D. Scholarly Teaching and Research
- Participate in teaching and research experiences related to educational technology, design, and instruction.
- Assist faculty members and staff with the collection, analysis, and reporting of data for the purpose of research and teaching.
- Assist in the planning and development of faculty development opportunities centered on educational technology.
- Develop informational papers and project proposals for IT projects as assigned.
