The Payroll Office is responsible for paying all 17,000 University employees on time and correctly. This area also makes all payroll related tax deposits and reports, processes retroactive funding changes, reconciles health care billings, makes retroactive pay adjustments, pays all third party payroll vendors as well as collects and disburses all garnishments, tax liens and child support orders. In addition, they are responsible for obtaining and maintaining all I-9's and are charged with determining the taxability and employability of all non-resident alien employees.
Core responsibilities of the Payroll Accountant/Administrator consist of the following:Managing the semi-monthly payroll processes and the manual payrolls between each pay cycle;
Coordinating the generation of audit reports, confirming all reports are reviewed, and ensuring the necessary follow-up is performed;
Providing guidance to the Payroll team and departmental liaisons to ensure accuracy and timeliness of payments to employees;
Assisting with determining division of duties, and shifting duties as necessary during peak times or to cover time off to ensure deadlines are met;
Analyzing and resolving complicated payroll issues – initiating and overseeing the necessary research and follow-up to ensure satisfactory resolution;
Ensuring compliance with all Federal and State, and university requirements related to employment and taxation;
Continuously reviewing processes and procedures to ensure compliance and increase efficiency, including thorough and continual review of processing schedules;
Assisting with the unemployment review and payment process for the university and performing reconciliations to ensure that charges are appropriately allocated to departments;
Assisting with the development of resolutions related to issues involving employment and taxation of employees in a non-resident alien (NRA) status;
Assisting with interface of files from the timekeeping system to the payroll system and completing the follow-up;
Assisting with administration of the timekeeping system;
Supervising wage employee(s);
Educating department representatives regarding payroll policies and procedures;
Provide backup support for related positions as needed; and
Other duties as assigned.
Required Qualifications:Bachelor's degree or equivalent in accounting or business related field or significant relevant payroll experience;
Experience using automated payroll/financial systems;
Advanced knowledge of payroll concepts and practices;
Experience with time and attendance systems;
Experience with interpreting and applying federal and state tax regulations;
Ability to read, understand, and apply complex state and university policies and procedures;
Demonstrated ability to develop and maintain procedures and training materials;
Demonstrated initiative to independently plan, organize and prioritize workload to meet strict deadlines with multiple competing priorities;
Must be able to maintain absolute objectivity and confidentiality with all employees and all payroll related data;
Advanced level experience using automated systems, personal computers and software such as Microsoft Office applications (specifically Word, Excel and PowerPoint) in an accounting oriented environment; and
Excellent interpersonal and communication skills with the ability to provide customer service in a courteous manner and work effectively with diverse groups of people.
Preferred Qualifications:Experience working with a large, automated, complex payroll system in a high volume environment
Payroll experience in a higher education setting
Experience with Banner payroll/HR
Experience with employment verification requirements (specifically for non-residents)
Knowledge of labor laws and employment classification
Experience using Captivate for developing and updating training tutorials
Experience with interpreting and applying tax regulations for nonresidents of the US
Experience with TimeClock Plus
Experience with account reconciliations using database query tools to analyze data
Experience conducting training sessions for large and small groups
Knowledge of internal controls as they relate to businesses processes in higher education
Experience in analyzing/auditing processes and recommending and/or implementing improvements
