The Institute for Health Metrics and Evaluation (IHME) is an independent research center at the University of Washington focused on expanding the quantitative evidence base for health. IHME aims to provide policymakers, donors, and researchers with the highest-quality quantitative data to make decisions that achieve better health. IHME's research spans multiple disciplines and policy-relevant areas including resource tracking, cost-effectiveness, forecasting, burden of disease, geospatial analysis, and impact evaluations. It has established international scientific credibility for developing innovative multidisciplinary methods and producing cutting-edge results. IHME aims to be nimble and entrepreneurial in its work, taking on daunting analytic challenges in order to provide critical information that can help answer big-picture questions at the most local levels possible, such as:
What is the state of the world's health?
What impact are different programs, initiatives, and policies having on improving health?
What investments and decisions can we make today that will improve health most in the future?
IHME accomplishes these aims by working with a wide range of collaborators across the world. Currently, we are engaged with over 1,900 collaborators from more than 120 countries and have undertaken on-the-ground data collection in over 20 countries. Through groundbreaking scientific findings, innovative data visualizations, and policy reports and outreach we have disseminated results around the world and engaged myriad audiences.
IHME has an outstanding opportunity for a Senior Finance Manager. The main purpose of this position is the management of financial information and reporting to support our complex, matrixed operations as well as providing a foundation for strategic planning and budgeting. This position is responsible for budgeting and planning, maintaining and improving the financial systems, ad hoc analysis, and oversight of revenues and expenditures.
The Senior Finance Manager will be directly responsible for the management and analysis of the chart of accounts for an annual operating budget in excess of $50M. Given the complexity of a multitude of sponsor objectives, this position also requires strategic and creative thinking. The Senior Finance Manager must work effectively in many roles financial analyst, consultant to leadership, and business tools administrator.

Financial analysis budgeting and forecasting
Develop and maintain reporting tools and metrics for presenting strategic planning information required by the IHME Senior Leadership Team, to include budgets, projections, revenue forecasts, and strategic plans.
Manage, analyze, and model financial data, creating forecasts and scenarios for proposing and tracking financial performance metrics to provide consult to senior leadership.
Create standardized, documented, and intuitive reports and presentations; provide ad-hoc reports as required.
Regularly work with key staff (Directors, Project Officers, Managers) to review reports, assess analyses for both risks and opportunities, and identify aspects of budgets or forecasts that require modifications. Work collaboratively with the Director of Financial Planning and Operations to oversee the annual IHME Budget process.
Support the use of FTE review, IHME's new personnel matrix, to make personnel allocation changes.
Train and support staff on using the business intelligence tool, and other tools, to better understand the status of various funding sources and how to make meaningful projections.
Process improvement, business intelligence tool and database administration
Standardize budget and financial management and analysis.
Manage business intelligence tool and related financial database administration, support, and security as needed. Design and develop data import/export processes as required.
Identify enhancements and improvements in existing tools to address changing needs throughout IHME. Partner with IT and external vendors to determine the most cost-effective solutions.
Assess organizational needs over time and how well the business intelligence tool supports them. Develop complementary tools and data representations as needed.
Identify creative and flexible approaches to present information that supports strategic planning purposes and answers questions posed by the Senior Leadership and the Board that might not be supported as part of routine reporting processes.
Develop a deep understanding of the university's business processes, tools, rules, data structures, and available data sources to determine the data appropriate for the solution.
In collaboration with the Director of Financial Planning and Operations, identify opportunities to develop tools and processes for managing resources across institutional teams by designing, implementing, providing training on, and ultimately ensuring compliance with new processes.
Manage direct reports to include hiring and training, managing workflow and guiding priority setting, and contributing to professional growth and performance assessments for supervisees
Support growth in IHME's collaborations and revenue streams by providing financial guidance on agreements, subscriptions, conference and training budgets, and state funding.
Provide guidance and hands-on help in aligning contract stipulations with reasonable budget assumptions and desired flexibility to accomplish the work in efficient and effective ways.
Provide strategic input to the proposal development process with regard to revenue projections and opportunities.

| MBA degree or advanced degree in finance, economics or accounting preferred plus seven plus years of relevant experience. |
Experience as a supervisor managing professional, technical, and union-represented staff.
Experience with a variety of business intelligence platforms and solutions a plus.
Experience with data integration.
Advanced level of Microsoft Office software proficiency, specifically Access and Excel skills for business modeling.
Familiarity with enterprise-wide relational databases, multidimensional cubes, scripting languages, SQL server (including SQL Server Analysis Services), Power Pivot, or Tableau.
Proven track record facilitating progressive organizational change and development within a growing organization.
