The Department of Rehabilitation Medicine is a complex academic and clinical department in the School of Medicine and Affiliated Hospitals, which include the UW Medical Center, Harborview Medical Center, Seattle Children's Hospital, Northwest Hospital, Valley Medical, and VA Hospital. The Department includes Physical Therapy, Occupational Therapy, Prosthetics & Orthotics, Neuropsychology, and Rehabilitation Counseling. The department has four degree programs and extensive research programs with over $13 million in grants per year.
The Department of Rehabilitation Medicine currently has an outstanding opportunity for a HUMAN RESOURCES DEPARTMENT MANAGER.
The HR Manager reports to the School of Medicine, Director of Finance and Administration for the Department of Rehabilitation Medicine. This position assumes responsibilities in the following areas: Faculty Affairs including recruitment and re-appointment of faculty and hiring of all staff within the department, and all related responsibilities.
This position will require a high level of independence to manage the human resource aspects of a very complex department including faculty searches, staff hiring/counseling/termination, and resources for faculty. This position will have a high impact on the UW, UW Medicine and the Department. It will require the hightest level of professionalism, leadership, communication skills, organizational and analytical skills and professional knowledge. This position will also be partially responsibility for office relocation issues.
This position will be an expert in the area of recruitment and appointment of faculty and staff within the Department. This position is a key to the smooth operation of the department and is the first line of problem solving, resolution, and change implementation (continuous improvement) of the department.
Human Resources Management: 50%
Independently serve as the authority on human resources management for faculty and staff including recruitment, hiring and staffing (job descriptions, employment process, employment standards, recruitment, staff negotiating salaries, etc.). Use appropriate UW systems to initiate hiring actions as appropriate for faculty and staff.
Manage new Courtesy Clinical appointments and the annual renewal process
Manage new Senior Fellow/Trainee appointments and reappontments
Manage any Visa needs for Faculty, Senior Fellow/Trainees and Visiting Scholars and VISIT program for pre-doc visitors
Oversee and implement human resources activities of the department for Faculty, Staff, Sr. Fellows/Trainees and similar, and graduate student employees.
Implement projects and activities for departmental team building, performance management, employee recognition and retention.
Interpret University rules and regulations.
Respond to inquiries and individually resolve or direct resolution for problems related to benefits, leave, compensation, job classification, employee relations.
Approve bi-weekly payroll and oversee regular leave record audits. Ensures payroll and leave record compliance and oversees processes related to payroll and leave records.
Provide direction, counsel and coaching regarding salary equity, promotion opportunities, retention, recruitment, compliance and grievances (investigation), staffing assessment, performance evaluation, disciplinary action, and dismissal. And, provide related information regarding law and University administrative policies, regulations and departmental procedures.
Manage departmental internal communications and information for all personnel
Participate in leadership meetings and in the implementation of the department's goals, making recommendations on strategic business needs.
Participate constructively in departmental and UW committees and task teams
Attend conferences, workshops and training programs related to human resources management.
Perform all pre and on-boarding processes for faculty, post-docs, and staff including early email access, AMC log-in, badging and access control as appropriate, keys, pagers, phones, etc. medical staff on-boarding registration and department orientation
Complete SOM processes including annual AAMC survey, annual post doc survey, annual merit increase process
Perform other related duties as assigned.
Policy and Procedures:
Execute administration policies and procedures.
Serve as the primary liaison with central HR when interpretation and specialized knowledge is required.
Develop and execute department policies and guidelines that affect organizational structure/human resources development and counsel and problem-solve along these areas.
Development and implementation of human resources/organizational policies and procedures to be applied consistently in the entire department;
Development and review of office procedures, manuals and practices that will result in efficiencies across the department.
Prepare and analyze reports; track personnel-related statistics.
Provide relevant personnel information for business development pieces (brochures, posters, flyers, etc.).
Manage four staff including the following managerial duties:
Implement and maintain University office policies related to personnel issues.
Prepare personnel evaluations in accordance with office and University policy to ensure employees are aware of their performance expectations and evaluated regularly.
Review and approve staff leave requests and timesheets.
Assist staff in work related problems, including unique customer service situations.
Interview, hire and train new employees.
Document employee performance problems in accordance with University requirements and implement disciplinary action when necessary.
Plan and assign work.
Establish goals and deadlines and ensure they are met.
Provide guidance and direction in human resources management to all personnel.
Meet with direct reports regularly to share ideas, give direction, analyze dashboard measures, and resolve problems.
Undertake special projects such as participation in UW high level committee meetings as a representative of the department.
Undertake and manage special projects for units in the department.
Plan all the department events including the alumni reception at AAPMR, and any other events as needed
Manage departmental build-outs/renovations/moves for offices/cubicles/work stations, and office relocations/moves/changes. This includes furniture, computurs and telephone moves/changes
Manage the internal information tools, and the department's support services, and any other duties as assigned.
