General Summary Under the direction of the Assistant Director, this position will be responsible for the procurement of goods and services at the lowest possible cost in the most efficient manner by utilizing best practices in procurement, strategic sourcing, contract negotiation and process improvement. The Procurement Specialist for Construction and Trades will serve a member of the UMass Lowell Procurement team. The Position will have the primary responsibility for managing the Universities Construction and Trades related procurement. Other responsibilities include the review purchase requisitions for approval and compliance with applicable law and university policies and procedures, commodity procurement and supporting existing contracts. As part of the UMass Lowell Procurement Team, the position will have an active role in supporting the mission of the department though a focus on customer service, assisting end users with all procurement questions and supporting the Department as needed. 1. Bid Solicitation -Labor and construction bids, other bids including commodity, service, labor, and construction -Work with Facilities departments to ensuring that construction and trades bids are issued in compliance with Massachusetts c. 149 and c. 30 � 39M and c. 7 construction laws -Manage bid processes -Communicate with internal and external partners effectively to collect all information required for the bid process 2. Provide Internal/External Customer Service 3. Maintain and manage University and Campus wide vendor/partnership agreements 4. Review the procurement of goods and services to ensure the lowest possible cost by utilizing the most efficient process, best practices in procurement, strategic sourcing, contract negotiation and process improvement 5. Process requisitions and purchase orders by reviewing, approving and updating on a daily basis 6. MMARS -Reconcile MMARS with PS and BuyWays on a monthly basis to ensure that no discrepancies exist 7. Reporting -Prepare Purchasing reports -Analyze data sets -Review reports for accuracy -Maintain database of purchasing metrics -Identify potential areas for process improvement -Identify deficiencies/errors -Address outstanding issues identified in reports 8. Maintain Purchasing Files -Ensure that Purchasing files are maintained accordance with the public records law and university policy -Ensure that all bid documentation required by law is accessible for public viewing. Ex: plans & specs, CR ad, legal ad, award letter, executed contract, etc.

Minimum Qualifications -Bachelor's Degree or demonstrated professional work history providing similar service -Two (2) to Five (5) years of procurement experience, including meaningful experience developing and implementing procurement methods and procedures -The ability to work effectively with diverse groups -Professional Certifications such as C.P.M., CPSM and/ or MCPPO are a plus -Working knowledge of ERP and E-Procurement Systems, preferably in a PeopleSoft/SciQuest environment -Ability to manage multiple priorities and complex projects -Readily adapts to situational changes -Adjusts strategies quickly to respond to changes in University needs and/ or market conditions -Excellent verbal and written skills -Strong interpersonal and organizational skills -Working knowledge of M.G.L and contract law -Individual must have ability to manage multiple priorities and complex projects -Must readily adapt to situational changes and adjust strategies quickly to respond to changes in University needs and/ or market conditions
