The University of Washington Police Department (UWPD)is committed to involving the community in solving crime problems through community policing practices and keeping the community educated as to safe practices to protect individuals and their property. This also requires a commitment from the community in helping us by taking responsibility in reporting crimes, suspicious activities, and practicing good and practical crime prevention techniques.
As an agency of the university community, UWPD provides law enforcement to the largest college and stadium in Washington State. It also provides security to visiting dignitaries and during demonstrations. The Police Department serves a vital role in the safety, security, and success of the University of Washington. Its purpose is to serve and protect the students, staff, faculty and all people and property within the jurisdiction of that community.
Police officers and personnel are on duty 24 hours a day, every day of the year, and their services and facilities are available at all times. The University Police department has the exclusive responsibility to act upon law-enforcement matters and perform police functions for the main campus of the University of Washington, Seattle.

This requires constant efforts by the Police Department to partner with and educate the community to deter, reduce and solve crimes, and to resolve issues through modern policing. This will be accomplished through:
a) strengthening our partnership with the community through community-oriented policing practices;
b) achieving operational excellence through improving efficiency in operations and aligning services with resources; and
c) pursuing innovation through the responsible use of current technology.
UWPD has an outstanding opportunity for a Victim Advocate to be responsible for assisting victims and their families in identifying the appropriate resources both on and off campus including information about the investigative process, counseling and health services, housing, court accompaniment, legal assistance; restitution and measures to help protect against re-victimization. The Victim Advocate will work closely with Student Life, the Violence Prevention and Response Program, the Title IX Office of the UW Compliance Services and other university departments to contribute to a coordinated community response to violence, threats of violence, harassment and other behaviors of concern. The position primarily provides advocacy for a victim's right to self-determination, so working when there are opposing viewpoints is often necessary. The position serves as the on-campus resource for faculty and staff on the Seattle UW campus who have concerns about dating violence, domestic violence, sexual assault and stalking, or other related behaviors of concern.
The Victim Advocate will be expected to evaluate and respond to the needs of (an) individual(s) despite a multitude of complex and unpredictable situations involving relationship violence in which the victims will often be in fear of serious bodily injury or even death. During these complex and unpredictable situations meeting the needs of a victim may include such things as transportation, safe housing, medical needs, academic needs, and safety planning.
Duties and Responsibilities:
Initial Contact with Victim and Dissemination of Information
Make initial contact with victim; gather information regarding the case and analyze data to determine future risks and appropriate follow-up activities;
Respond regardless of whether or not a victim decides to file a report with UWPD or another law enforcement agency;
Ensure 24 hour availability of services for victims;
Connect requests for service with the correct resources and verify that appropriate follow-up occurs;
Keep victims apprised of the status and disposition of cases; refer individuals to other criminal justice agencies and public or private agencies to obtain supportive services; identify need for emergency intervention and notify proper authorities;
Support secondary victims; families, roommates and others that may be impacted by an individual's victimization;
Coordinate the forwarding of cases with the assistance of the Criminal Investigations Bureau (CIB) Lieutenant for further investigation to appropriate UW department;
* Explain the rights and options around University's Title IX investigation process.
Assistance Through the Legal Process
Assist victims of violent crime and relationship violence both mentally and physically through the complex legal processes, such as: obtaining restraining orders, protection orders, and anti-harassment orders, in addition to coordinating possible medical exams;
Inform victims of their rights, court procedures, protection alternatives, case status and disposition, eligibility for crime victim programs, and community resources;
Physically take victims to court appearances and arrange meetings with police officers, detectives, prosecutors and other persons in the criminal justice system as needed;
Work collaboratively with the victim and the crime prevention unit to increase awareness, consider safety planning and increase the opportunity for a safe and secure environment;
Prepare written correspondence and reports as needed;
Serve as liaison between the victim (and/or victim's family), law enforcement, prosecutors, King County Superior Court, King County District, and organizations providing emergency housing, counseling, and crime victim's compensation;
Escort victims to courtroom and help acclimatize them for their participation in the criminal justice system; provide support during testimony at all phases of the trial process;
Transport or assist in arranging transportation to services for victim and/or victim's family members;
Assist with return of victim's property by verifying with the appropriate court that a case has been adjudicated, then obtain authorization for release from the case detective and contact the evidence unit to work out the details regarding the transfer of property.
Monitor cases and provide follow-up assistance as necessary;
Maintain contact information with police agencies, courts, prosecutors and correctional facilities (jails) regarding the status of individuals;
Notify victims when advised an offender is released from custody;
Educating the Community and Staying Current on Changes in the Legal System and Advocacy Services
Provide information to the University and surrounding community regarding the victim advocacy program;
Develop and update departmental policies and procedures regarding domestic violence, workplace violence, and victim's rights. Will assist in the development of University of Washington Administrative Policy Statements as necessary and testify as required at hearings in support of the policy changes;
Stay abreast of laws and issues affecting crime victims and disseminate information as appropriate; maintain constant communication and interaction with students, faculty staff and general public; those involved in the criminal justice system and others involved in victim services throughout the city, county, state and country for the purpose of information sharing and victim referral;
Tracking the Results of Incidents and Services Provided
Document case activity such as information and referrals provided, case history information received, court dates and dispositions;
Maintain records of contacts to produce monthly, quarterly, and annual reports;
Maintain required confidentiality of case information and records;
Conduct on-going research of trends and best practices in violence prevention and intervention;
Perform other duties as assigned.
Competitive candidates will possess sound independent judgment while working with a wide variety of victims; with varying languages, cultures, assorted mental states, and all levels of society. Inherent to success in this position is excellent organizational and time management skills.
| Flexible Schedule - The work hours of this position will vary greatly depending on the needs of the clients and the community. In addition to normal dayshift hours, there will be times when the Victim Advocate will need to come in during the evening to meet with victims, and to provide training to the community and departmental personnel. |
The functions of this position will generally require a significant amount of office work. However, there will be field work that will require meeting victims at varying locations, traveling to meetings with other social services organizations throughout the county, appearances in city and county courts.
A comprehensive background investigation to include a polygraph and psychological exam will be required prior to hire.
Appointment to this position is contingent upon obtaining satisfactory results from a criminal background check.
