Duties and Responsibilities:
Responsible for the daily operations, activities, and staff management of a facilities area or department within Facilities Management, which may include one or more of the following areas: technical services, operations and maintenance, landscape and waste services, and central plants and mechanical.
Provides leadership for a facilities area and/or department ensuring cost effective, efficient, safe, and reliable operations consistent with best practices, prescribed quality, and other performance standards.
Assists with the development, implementation, and management of strategic business plans, budgets, infrastructure plans for assigned area, and manages the business by controlling costs while meeting expected financial results.
Develops staffing plans and oversees staff including hiring, development, and evaluation of staff through coaching, mentoring, and training.
Establishes an effective culture by ensuring accountability and creating a performance management focus by setting standards and key performance targets in areas of safety, customer complaints, customer deliveries, efficiency, and inventory control.
Assists with the development of operational procedures and ensures compliance.
Prepares costs estimates, requests for proposals, benchmark of APPA service levels, and participates in master planning.
May be responsible for applying for and procuring grants through energy savings and load shed programs.
Responds to emergencies on weekends, holidays, and after hours while ensuring prompt communication to employees, business associates and internal/external customers.
May inspect work sites, facilities and buildings to ensure work meets established quality standards.
Actively serve as a member of the Facilities Management team collaborating with all areas.
Performs other job-related duties as required.
Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline.
Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.
Requires a minimum of five (5) years of directly job-related experience.

1.Provides overall leadership for the central plant(s) by setting the tone, expectations and providing continuous evaluation, feedback and reports on central plant(s) performance. Drafts and implements operating procedures, staff work plans, and Key Performance Indicators (KPI's) to achieve desired accountability, cost controls, compliance and efficiency of central plant(s).
2.Maintain an understanding of current ideas, research and practices pertaining to the areas of responsibility for this position, through continued study and participation in professional organizations.
3.Serves as lead project manager on internal repair/renovations/construction projects at the central plant(s), Prepares project cost estimates, work scopes, benchmark of APPA service levels, Request for Proposal's (RFP's), Request for Qualifications (RFQ's), and bid/contract documents. Conducts inspection of work, evaluates work, resolves contractor issues, approves pay applications/contract changes, and approves final acceptance of work.
4.Assist in the continuous integration of sustainable Best Practices into the daily management and operations of the central plant(s)
5.May be responsible for applying for and procuring grants through energy savings and load shed programs.
6.Confers with university staff at all levels and provide technical expertise, assistance and advice regarding central plant(s) operations, repair projects and campus improvements; develops and presents recommendations and reports as requested.
