Senior Associate, Clinical and Corporate Resource Management-(15000054)
The Center for Clinical Trialsand Corporate Contracts in the Office of Research and Development at theUniversity of Maryland, Baltimore has an opportunity for aSenior Associate,Clinical and Corporate Resource Management. This position assistsin maintaining a portfolio of standard and complex budget and businessrelationships, applying analytical, project management, and budget negotiationskills. The Senior Associate, Clinicaland Corporate Resource Management, develops, negotiates, and reviews budgetsassociated with corporate sponsored research. The position also assistsmanagement in developing/maintaining relationships with key company researchand development personnel. The Senior Associate, Clinical and Corporate ResourceManagement, is able to work independently and knows and applies the fundamentalconcepts, practices and procedures of the particular field of specialization.
The Center for Clinical Trials and Corporate Contracts budgets associate with clinical trials sponsored by government agencies, foundations and other non-profit organizations are successfully negotiated and executed prior to submission to ORD's Sponsored Programs Administration group; ensures complexities and encumbrances related to UMB- and sponsor-owned intellectual property (IP) are successfully addressed by ORD's Office of Technology Transfer group; and ensures site agreements with University of Maryland Medical Center (UMMC) and Faculty Physicians, Inc. (FPI) are negotiated and executed.
Assist in evaluation and development ofpotential corporate-funded research collaborations and other corporate-fundedresearch-driven business relationships by developing and applying a broadunderstanding of important concepts/issues including: scope(s) of work, allocation of work andresources, schedule(s), budget(s), Medicare Coverage Analysis, contracts,project management, collaboration structure, intellectual property issues,potential conflict-of-interest issues, conflict-of-commitment issues andbusiness and legal terms. Ensures compliance with agency, University, and statepolicies and procedures.
Independently review, draft, and negotiate basiccontract budgets (e.g. clinical sponsor-initiated clinical trial agreements)between UMB and corporate sponsors. Assist in developing, drafting, and negotiating complex budgets (e.g.collaboration agreements) that require further tact and discretion. Perform andmanage budget negotiation process.
Assist in developing and drafting boiler platetemplate budgets and agreements for use with corporate sponsors.
Identify and assist in the development of futurebusiness process changes. Apply knowledge of financial management systemapplications to organization-specific needs and processes; assist in modifyingfunctional designs to enhance functionality of budget reporting and tracking.Identify and investigate compliance deficiencies. Conduct budget, financial, and/or fiscalreviews and make recommendations.
Assist in identifying and implementingopportunities for development and/or improvement of UMB-internal processes andcapabilities that contribute to UMB's successful pursuit of collaborations withcorporate partners.
Assist in maintaining business relationshipswith UMB's current portfolio of corporate sponsors and collaboration partnersby working with personnel and outside contacts to satisfy both partner andorganization goals.
Education:Bachelor's degree in finance, accounting, science, engineering, business, pre-law or other discipline appropriate to position required.
Preferred Education: Master's in Business Administration, Juris Doctor, and/or PhD preferred.
Experience:Three (3) years of progressively responsible experience in clinical and/or corporate resource management, budget development and negotiation, project management, and/or business development.
Knowledge, Skills, and Abilities
Knowledge of basic principles and practices pertaining to resource management and developing and negotiating clinical and/or corporate budgets in compliance with sponsor, federal, state and university policies and regulations. Knowledge of financial systems applications and accepted business processes and practices. Familiarity with intellectual property, technology transfer, conflict of interest and conflict of commitment concepts. Familiarity with development of corporate-sponsored research budgets for both basic and clinical research projects, including a basic understanding of Medicare coverage analysis and billing concepts associated with clinical trials. Familiarity with contracts and contract negotiation including, but not limited to, provisions relating to payment terms.

Hiring Range: Starting salary will be in the low $60,000s and commensurate with education and experience.
