Facilities Services (FS) is a world-class organization providing exceptional services anywhere, anytime in support of the University of Washington's mission of teaching, research, and discovery. FS engages employees through LEAN practices and continuous improvement. FS includes eight departments that operate, maintain and support the University: Administration & Strategic Initiatives (AVP), Building Services Department (BSD), Campus Engineering & Operations (CE&O), Facilities Employee Services (FES), Facilities Maintenance & Construction (FMC), Finance and Business Services (FABS), Transportations Services (TS), and UW Emergency Management (EM).
Facilities Maintenance & Construction (FMC) has an outstanding opportunity for a Project Manager to be responsible for developing and managing construction projects from initiation to completion.
FMC is the University of Washington's in-house provider for construction and renovation projects that, by statute, must not exceed $90K.
Working with user groups and appropriate Facilities Services and University units develop and deliver construction projects under $90,000 to different departmental units throughout the University.
Directly oversee and manage the project development process to achieve the clients' project goals and objectives. Consult, analyze and advise to develop solutions to clients' needs based on cost and schedule.
Develop and document the project scope, budget and schedule to support the project program, as agreed to in the client contract. Obtain approval for the execution of project program within approved project budget and schedule. Manage project according to approved scope, budget and schedule parameters. Obtain approval for changes to budget and schedule where required.
Proactively engage clients in the project planning process. Develop strategies to mitigate and reduce the impacts or risks of the project. Anticipate client questions and concerns during all phases of a project and assume the primary responsibility for client communication during the project.
Manage and direct the work of internal design consultants to provide project design in conformance with project program, budget and schedule. Manage efforts of professional consultants (architects, engineers) to develop projects. Review work of consultants to maintain compliance with project program, budget, schedule requirements, codes and institutional standards for quality of construction.
Develop ROM estimates from means data and other database information. Develop final estimates by consulting with UW skilled trade's personnel. Assemble project scope and cost information and submit estimates for customer review and approval. Plan for contingencies based on assessed risks in project.
Create the project schedule, addressing resources and required sequencing. Review the schedule with clients and internal process partners. Monitor schedule, budget and completion of work during construction to ensure the project is on time and on budget. Notify and inform construction team and client if project is at risk for not meeting commitments. Develop strategies in alignment with client and project team to ensure delivery of project on time and on budget or realign client expectations.
Procure and manage contracts associated with the project. Review submittals from vendors and contractors supplementing internal workforce on the projects. Manage the competitive bidding process including awarding contracts to consultants, contractors and other service providers.
Lead the project team to develop solutions to issues that arise during all phases of the project.
Perform closeout at project completion including client acceptance of the work, as-built submittal and final financial review.
Foster excellent client relationships through timely and effective communication. Work to ensure the services provided by Facilities Maintenance & Construction are of high value to the client.
Comply with all University and Facilities Services policies and procedures, FMC protocols including Individual Accountability Protocols (IAP). Support all management directives and the vision and values of
Participate in and follow through with FMC process improvement initiatives including Balanced Scorecard (BSC), incorporating metrics and Lean principles into internal work processes, and promoting employee engagement in continuous improvements and innovation.
Drive vehicles to attend meetings or transport equipment and personnel.
Perform other duties as assigned.

| Bachelor's degree in Architecture, Construction Management, Engineering AND five years' experience in planning and managing projects. |
Demonstrated proficiency with Microsoft Office Suite
Demonstrated strength in project documentation and development
Demonstrated experience in a broad range of project types
Demonstrated thoroughness in completing tasks and deliverables
Demonstrated experience with, and knowledge of safety regulations, building codes, environmental agency requirements, and life safety standards.
Able to function within a complex regulatory environment. Demonstrated ability to effectively interpret and apply standards, regulations, policies, and procedures.
Able to work independently and successfully prioritize and coordinate multiple programs and assigned tasks. Demonstrated flexibility to meet changing and unpredictable requirements.
Proven ability to lead by example in both performance and behavior.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

Demonstrated proficiency with AutoCAD and Microsoft Project.
Experience with tenant improvement projects.
Experience working in a higher education, health-care or research environment
Certification as a registered Engineer or Architect in the State of Washington
Experience in process improvement initiatives such as Lean and Balanced Scorecard.
Possession of a valid Washington State driver's license.
|CONDITION OF EMPLOYMENT:|
| Ability to efficiently and effectively travel locally to alternate work sites as needed. Must be able to regularly navigate construction sites. |
While usual hours fall within standard business hours, work may be required during hours beyond standard business hours including weekends. Position requires flexibility to deal with emergency situations, meetings, or other scheduled work that may fall outside normal work hours. Regular and predictable attendance is required.
