Essential Duties and Responsibilities:
Provides administration for the P-Card program to include: all aspects related to campus training; policy and procedure recommendations; communication and coordination with provider bank; review of P-Card utilization including addressing P-Card policy violations; reporting as required from provider bank database or respective campus database; through spreadsheet analysis and reporting, provide statistical information as required. Schedules, for the campus, all P-Card reconciliation functions and ensures that all schedule requirements are met. Coordinate with Accounts Payable in the areas of e-payables investigation and procedural changes to enhance the e-payables purchasing/invoice payment functions. Utilize knowledge of SciQuest e-procurement and Banner to interface effectively between the purchasing, P-Card and accounts payable function.
Provides primary training for all P-Card users. Serves as the contact point for the provider bank and P-Card suppliers. Assists departments across campus on a daily basis with P-Card and Purchasing questions, addressing campus concerns related to card use, card fraud, policy questions and supplier issues. Schedule, for the campus, all P-Card reconciliation functions and ensure that all schedule requirements are met. Represent the Purchasing Department as required at campus meetings, and respective conferences. Through all available written and verbal communications, effectively communicate the policies -Cardand procedures of the P-Card program. Represent the Purchasing Department as required in discussions and planning related to P-Card, e-payables purchase order/invoice processing functions.
Supervise assigned personnel relative to P-Card compliance review and reporting. Recommend policy revisions regarding P-Card Program and implement related procedures. Recommend policy revision related to the interaction of the P-Card/e-payables purchasing and accounts payable function. Provide performance reports related to assigned areas of responsibility.
Apply purchasing/products knowledge to negotiate the most efficient solutions for university needs. Negotiate most productive terms with vendors in relation to pricing, delivery and service.
Utilize purchasing knowledge to review methods of procurement and contract recommendations. Continue to build personal and departmental knowledge of products, resources and procedures allowing the university to use this position as a resource point.
Knowledge related to AppState procurement credit card system policies and procedures, including knowledge of bank transaction workflow and bank database; ASU Banner fund accounting and accounting interface with bank database.
Prefer graduation from a four-year college or university with at least two years of purchasing experience; or a two-year associate degree with four years of related experience; or an equivalent combination of education and experience.
