The Office of the University Registrar at Ohio University reports to the Senior Vice Provost for Strategic Enrollment Management. The University Registrar oversees the Office of the University Registrar and the Veterans Center. Combined there are 27 FTE, plus student employees. This position reports directly to the University Registrar along with the associate registrar for technology and communication, the associate registrar for DARS, the associate registrar for operations, and the director of the veterans center. Ohio University is located in Athens, Ohio and has five regional campuses, two extension campuses, and online students.
The Office Manager and Special Assistant oversees and manages the administrative functions for the Office of the University Registrar and the Veterans Center; and provides advanced administrative support for the University Registrar and support for associate/assistant registrars on a limited basis. This position prepares and manages the budgets on behalf of the University Registrar, and oversees financial processes in accordance with policies and procedures. Coordinates hiring and human resource processes for University Registrar's Office and the Veterans Center. Manages all facility related activity such as renovations, access, environmental control, and safety. Serves on the administrative and leadership teams. Provides excellent customer service to internal and external constituents.
Specific responsibilities include:
1.Using advanced knowledge and expertise, manages general administrative functions of University Registrar and Veterans Center, including finances, human resources, and facilities. Interprets policies and procedures to make decisions and perform work in accordance with professional standards. Serves as an internal subject matter expert to support the office and center in the successful and timely compliance with all administrative policies and procedures. Stays abreast of changes in the registrar profession. Has responsibility for office facilities and equipment, including managing hardware and software inventory, managing relationship with printing vendor, managing access to facilities, and panic alarm testing and maintenance. Coordinate all desktop support tickets with the Office of Information Technology.
2.Supports the University Registrar in the preparation and management of the budgets, and oversees financial processes in accordance with policies and procedures. Prepares and delivers regular updates regarding income and expenditures. Serves as a subject matter expert regarding practical applications of financial policies and procedures and acts as liaison to Cutler Business Services and other University business-related offices. Provides budget oversight, including the regular review and reconciliation of financial transaction reports, accounting corrections, contract/purchase order coordination, equipment inventory, and BobcatBUY/Concur maintenance and approvals. Provides guidance and direction to staff in their daily operations and administrative transactions. Manage and purchase supplies as needed.
3.Coordinates and participates in processes for hiring, employee and labor relations, organizational design and training, diversity, safety and welfare, performance management, and related human resources processes. Responsible for coordination of student employment. Serves as an internal subject matter expert on all matters related to the hiring process, and provides guidance and direction for search committees and their chairs. Develops and maintains the employee handbook. Maintain personnel records for employees to ensure compliance with University policies. Coordinate and ensure compliance with performance management processes.
4.Serves as special assistant to the University Registrar and provides limited support to associate/assistant registrars and Veterans Center director. Provides administrative support, including managing schedules, meeting coordination (including staff meetings and retreats), recording minutes, preparation and editing of internal and external communications, travel and logistical arrangements. Anticipates needs of the University Registrar and manages unique office situations. Reviews and interprets policies, and maintains office-specific policy or practice documentation. Stays abreast of policy and regulatory changes, requirements, and emerging best practices related to area, and communicates those issues to appropriate personnel. Develop the University's official academic calendar. Review Board of Trustees agendas and distribute appropriately to staff. Maintain emergency contact lists. Assists as needed to ensure the Strategic Enrollment Management division is meeting its goals and performs other duties as assigned.
Bachelor’s degree or an equivalent combination of education and experience.
At least three years of related experience.
Must have advanced proficiency with spreadsheets and word processing, preferably Microsoft Office products.
Must have experience and understanding of basic human resources functions.
Must have budgetary experience including planning, preparing, maintaining, and monitoring/reconciling.
Must be able to maintain confidentiality and use discretion.
Must have excellent oral and written communication skills to be able to communicate effectively.
Must be able to understand complex policies, provide interpretation, and put into practice.
Must have excellent customer services skills (serving external and internal customers).
Must be able to develop and maintain positive working relationships.
Must be able to prioritize tasks, set deadlines, meet deadlines, and manage competing demands for the same resources.
Must be willing to adhere to AACRAO Statement of Professional Ethics and Practice.
Advanced proficiency with Microsoft Excel and Word.

Experience working at comprehensive four-year public research university.
