CONTROLLER - FULL TIME – EXEMPT
The position is primarily responsible for oversight of all financial aspects of the Illinois Life & Health Insurance Guaranty Association http://www.ilhiga.org/ and includes execution and/or oversight of accounting functions. Directs all accounting practices, including financial reports, budget preparation, payroll, tax return preparation, audit, and compliance functions. Position reports to the Executive Director.
Oversee financial and accounting systems controls and standards and ensure timely and accurate financial reporting.
Develop and implement accounting policies, procedures and systems and coordinate appropriate systems and procedures.
Facilitate and maintain communications with outside financial auditors for all related external financial audits.
Facilitate and support Audit Finance Investment Committee, including preparation and maintenance of meeting materials, investment policies, and charters.
Prepare financial information and exhibits included in board reports and make presentations at board and committee meetings. Also prepare or direct preparation of operating data and special reports.
Establish and maintain cash controls, including monitoring of cash reserves and funding needs. Works with bank representatives and investment managers to ensure efficient handling of checking and custody accounts
Responsible for compliance and administration of payroll plans, including payroll functions, 401(k) schedules, and benefit plan administration.
Maintain salary and benefit records.
Maintain control and allocation of contributions for employee benefit plans and programs and assures that all tax filings and forms are timely filed and correct.
Perform insolvency expense reporting to various Liquidators and other entities.
Ensures that each member of the Controller’s staff understands his or her responsibilities and the standards by which he or she will be evaluated. Ensures that processes are documented and provides the information and training required for the staff to perform its duties.
Maintain the system of accounts and general ledger, record and account for all transactions and assets; maintain proper documentation for all business and accounting transactions. Also develop procedures for standardizing procedures and processes for these functions.
Responsible for timely filing of required local, state and federal tax returns and filings.
Perform controller functions, including expenditures as authorized, monitoring cash flow, bank reconciliations, investment analysis, and analyzing financial results.
Prepare operating and capital budgets for review by Executive Director.
Experience, Skills and Qualifications:
Bachelor’s degree, CPA, MBA preferred.
Minimum of five (5) years experience as controller, or equivalent finance related experience.
Familiarity with the insurance industry, insolvency/liquidation, and/or knowledge of guaranty fund statutes as they pertain to the accounting function are highly desirable, but not required.
Working knowledge of manual and automated accounting systems, well developed financial analysis skills and demonstrated ability to manage computer operations and application software.
Well-developed interpersonal skills; ability to get along well with diverse personalities; tactful and flexible.
Strategic thinker able to distill complex financial information into concise terms.
Experience in working in changing environment, ability to initiate change and build consensus.
Ability to operate independently and manage projects.
Accurate with sound administrative skills.
Ability to operate a computer and general office equipment.
Proficiency on Office software tools, particularly Excel, Word, PowerPoint and Access database.
Excellent written and verbal communication skills.
