The Senior Program and Policy Analyst position resides within Nemours National Office of Policy and Prevention. This is a grant funded position funded for up to 30 months with funding from the Robert Wood Johnson Foundation (RWJF). The position supports the Advancing Equity in Families and Children (AEFC) project which works with states and local communities to reduce disparities in health outcomes for young children ages birth through five. Nemours partners with two other national organizations, various stakeholders and RWJF to design and implement this project in multiple states and communities.
The Senior PPA will perform the key work functions (data gathering and analysis, partnership development, strategic planning, evaluation development) of the AEFC project for Nemours in the initial planning period (six months) and will serve as Technical Assistance Manager during implementation (for the remaining 24 months). During implementation, this position will oversee the entire TA process serving as a single Nemours point of contact for each state. This position will develop and implement the TA aspect of the infrastructure to include delivery (proactive and reactive), use of national partners to provide TA, tool development and coordination and management of TA. Also responsible for tracking TA and determining its impact and effectiveness.
II. Essential Functions:
Supervise - Supervise, coach and mentor Program and Policy Analyst I and II level associates as needed.
Manage and Implement - Manage multiple initiatives focused on health promotion and disease prevention, population health, health care quality, enterprise transformation, and other topics of organizational priority, initiate and lead content development. Maintain relationships with national partners. Make recommendations for the spread and scale of strategies, policies, and practices through existing or new initiatives or partnerships, or drive efforts that encourage change in policies that are consistent with the direction of Nemours. The associate works independently and is able to develop project plans and delegate tasks effectively. Supervise associates and manage projects with other associates within the organization including project staff.
Leverage Expertise - Leverages subject matter knowledge to develop and manage program or project strategies and objectives that support organizational goals. Collaborates with other staff to implement effective strategies, policies, and practices. The Senior Program and Policy Analyst contributes intellectual and technical support and makes recommendations and decisions to help form the organization's strategic goals and program framework, which is consistent with best practices.
Research and Analysis - Stay current with best practices, policies and research in the field and advise leadership team of these optional methodologies, through consulting national partners and experts, preparing proposals, policy reviews and organizing meetings and materials. The associate will advise on measures to ensure that the planning and implementation processes are cost effective, timely and participatory as possible and are consistent with the goals of the National Office related to spread and scale. The associate will also inform and disseminate information and ensure appropriate communication throughout the organization as necessary.
Support senior leadership - Develop, maintain and build key contracts that will support and enhance National Office strategies. Manage relationships with national stakeholders - public and private partners - to garner information and facilitate progress in the field.
Continuous Improvement Lead and promote Continuous Improvement initiatives
Update leadership team - Provide information and analysis on the strategic progress of initiatives, landscape of the field and the external environment for consideration by the Vice President, the Board, Senior Management and staff, through formal presentations, policy analysis, studies, reports and verbal briefings.
Development of policy and research reports - Lead development of reports for the national partners or organizations and professional publications. The position also provides information and analysis for and interacts with the Senior Vice President.
Advance outreach efforts - Serves as lead for National Office strategic partnerships and relationship-building strategies. Acts as one of the lead communicators and message developers for our strategies to states, national organizations, and coalitions.

III. Non-Essential Functions:
* Utilize project data, and evaluation and outcome results to develop reports and make recommendations for improvements to existing initiatives, relationships or potential growth opportunities, and for the development of National Office strategy. * Lead the coordination and prepare regular status reports on project areas and national partnerships. * Review and analyze reports from various organizations, external reviews and other documents relevant for National Office consideration and management decision-making to support the Director. * Generate and provide information as requested, often on an urgent basis, for both internal and external audiences. * Represent National Office on committees and councils at local and state levels to promote Nemours initiatives.
IV. Performance Skills:
* Established comprehensive knowledge of prevention and population health, and able to demonstrate the skills in applying this knowledge for effective strategies. * Knowledge of population based approaches in the development of policy analysis and practice implementation. * Knowledge and experience with project development and management including the ability to delegate within project teams. * Ability to thoroughly analyze conditions and reach independent decisions without supervision. * Ability to work independently in a matrix organization including the ability to plan and organize with little assistance and integrate work across the organization. * Demonstrated ability to simultaneously manage multiple, complex projects in varying stages of development under time constraints. * Exceptional oral and written communication skills. Must be comfortable describing and presenting complex issues related to health to informal and formal groups. Highly skilled in written and oral presentation. * Strong interpersonal skills and ability to work independently in a matrix organization including the ability to plan and organize with little assistance and to integrate work across the organization. * Must be comfortable working collaboratively with a team virtually. * Availability for limited travel, including occasional evenings and weekends.
