The Senior Director of Public Affairs, reporting to the Assistant Chancellor and Chief of Staff (COS), is a member of the senior management team advising and partnering with the COS in all areas related to UC San Diego's public affairs management. Serves as a principal advocate for the institution to internal and external constituencies. Key areas of responsibilities include developing and implementing strategic public affairs and legislative programs. In consultation with campus leadership, develops and leads the overall public affairs strategy of UC San Diego which has significant impact on the San Diego region and the state.
Leads and manages the planning, coordination and implementation of strategic public affairs programs to foster increased awareness, understanding and support for UC San Diego's mission, vision, accomplishments and needs among key advocates and elected or government leaders. Serves as the primary public affairs officer for UC San Diego and leads and manages a team that provides the full range of proactive government affairs and advocacy and the implementation of tactics needed to execute these strategies. Establishes objectives and work plans, and delegates assignments to subordinate directors within department.
Collaborates with legislative officials, senior campus leaders, external and internal constituents, Vice Chancellors and Deans and external organizational leaders. Responsible for recommending and implementing strategies to appropriately handle of "hot" political issues facing the campus. Directs, plans, manages, coordinates and implements relationship- and support-building strategies and other activities designed to enhance local, state, and works with federal government relations and cultivate stronger and more stable legislative relationships.
Responsible for the development and implementation of a campus-wide advocacy and government affairs program that will enhance government-university-industry partnerships. Uses subject matter and political expertise, analysis, and advocacy skills. The building of these relationships will be effectively leveraged at the federal, state, and local levels. Works with high profile civic, business and community organizations and their members to grow the university's presence and reputation. These include but are not limited to San Diego Chamber of Commerce, San Diego Economic Development Corporation and other groups beyond the footprint of the campus.
Represents the Chancellor's office on the Office of the President's state government relations.
Must be willing and able to travel, which includes occasional evenings and weekends. Must have access to reliable transportation.
Thorough knowledge of the campus and / or medical center, including short and long range strategic plans, vision, goals, objectives, infrastructure, programs, achievements, and awards. Thorough knowledge of current affairs and issues in higher education.
Thorough knowledge of the legislative process at all levels, key legislators, and current and on-going issues of concern in higher education in general and specific issues of concern to the campus and / or medical center.
