This Buyer 3 position, as a procurement professional, will work closely with customers to anticipate and evaluate user needs based on past spend and future requirements. This position will ensure that University policies and procedures, as well as State and Federal laws and regulations relating to procurement are followed when conducting University business. The Purchasing unit oversees roughly $137 million in annual spend with 11500+ purchase orders processed under the direction of the supervisor and the Buyer 3 will provide guidance, training and serve as a procurement resource to their respective departments within the Division.
The Buyer 3 will also assist the Procurement Supervisor in presenting purchasing program training to departmental staff and to campus departments. The Buyer 3 will research, develop and issue Request for Quotes (RFQ's) and issue Request for Information (RFI's) or Request for Proposals (RFP's) for goods and services. The Buyer 3 will be actively engaged on work teams involved in continuous improvement efforts that affect how the division and campus conduct business. The position is expected to be creative and proactive in identifying new approaches and techniques to satisfy customer needs and expectations, to achieve greater process efficiency and to achieve cost savings. The Buyer 3 receives little instruction on day-to-day work, with general direction provided on purchasing assignments that are more complex or unique in nature. In turn, the Buyer 3 must use skills as a seasoned, experienced buyer professional with a full understanding of industry practices to resolve a wide range of issues that surface.
The position will be expected to keep abreast of professional purchasing issues and changes by attending industry sponsored meetings, functions, product shows, seminars and participating in professional purchasing organizations such as National Association of Educational Procurement (NAEP) and the Institute of Supply Management (ISM). Furthermore, the successful candidate will be required to attain a Certified Professional in Supply Chain Management (CPSM) or Certified Purchasing Manager (CPM) certification within 2 years if not already obtained.•Minimum 2 years of experience working in procurement or related field. •Experience in negotiation & RFPs for service contracts, equipment purchases, vendor management and support contracts. •Must be able to read, interpret, develop and negotiate terms and conditions of contracts. •Ability to develop and apply analytical tools to evaluate the quality and cost effectiveness of multiple and complex purchasing options and to measure and manage supplier performance. •Strong interpersonal skills and customer service orientation. •Skilled in the use of ERP/financial systems (such as Oracle, PeopleSoft, SAP, Banner, etc.). •Proficient in the use of MS Office applications. •Proficient in the use of Google Docs and Google Spreadsheets. •Excellent written and oral communication skills in English. •Proven ability to meet multiple, demanding timeframes in a high-pressure environment. •Ability to use discretion and maintain confidentiality. •Strong political acumen. •Able to learn new systems quickly and adapt to changes in the environment. •Within 2 years of being in the position, required to be certified as an Institute of Supply Management Certified Purchasing Manager (CPM), Certified in Supply Management (CSM), or Certified Professional in Supply Management (CPSM). For those with CPM certification, it is recommended to become certified in CSM or CPSM via the ISM CPSM Bridge exam. •Bachelor’s degree in a related area (or equivalent experience/training).
