Evidence for Policy Design (EPoD) at Harvard Kennedy School is a research program that works to promote the use of analytical insights, drawn from economics and backed by rigorous evidence, to inform the design and implementation of public policies and programs around the world. EPoD directly engages with governments and local organizations to identify key questions, design innovative new policies and interventions, and test these using the tools of applied microeconomics, including randomized experiments. Through research, teaching, and capacity-building activities, we also work to equip policymakers worldwide with the knowledge and skills to effectively use data and evidence to achieve policy goals. Current research topics at EPoD include governance, education, entrepreneurship, health, agriculture, sustainable development, and access to finance, with a focus on India, Pakistan, Saudi Arabia, and Indonesia.
EPoD is currently seeking a Research Manager to oversee the management of a set of EPoD research projects. The successful candidate will support the implementation of a wide variety of projects. The Manager will work with counterparts across Harvard University and with partner organizations such as the Abdul Latif Jameel Poverty Action Lab (J-PAL), the Center for Economic Research in Pakistan (CERP) and the Institute for Financial Management and Research (India) to develop and implement research management strategies. The position offers an opportunity to work closely with economists doing empirical research in international development. This position is based in the US but also requires travel to field locations during their tenure. The expected primary country of focus for this position is Pakistan.
Contribute to management of a variety of EPoD research projects, including project development, oversight of field activities, managing project finances and other resources, ensuring timely submission of project deliverables, coordinating with project partners and supporting post-award grant management
Provide management oversight to research staff, including U.S.-based and field staff
Work closely with faculty researchers to develop research and policy proposals and publications (e.g. edit, develop and proofread presentations, reports, policy briefs, and research papers), in addition to grant proposals and supporting documents for EPoD research and initiatives
Manage grant submission process, including drafting the proposal narrative, preparation of budget and compiling other proposal components, in addition to coordinating with counterparts within other units or institutions for grant submission
Manage hiring and onboarding processes for new research staff and fellows
Support oversight and systems for secure data management and ethical use of human subjects in large field-based research studies
Oversee and support the design and implementation of policy or training workshops
Website content and communications contributions, development and management

Bachelors degree and at least 2 years of related research and/or field experience.Coursework in empirical methods, including econometrics and economics. Experience in financial management and field research.
Masters degree in public policy, international development or related field and 3-5 years of related experience strongly preferred. The candidate must have a strong ability to integrate research and policy into coherent and effective written materials. The candidate should be well organized, able to prioritize, have a strong attention to detail and manage multiple assignments simultaneously. The position requires strong interpersonal skills, the ability to interact well with faculty, staff, students, and research partners in developing countries. Additional skills in website management and Stata preferred. Experience in private sector and staff management will be evaluated favorably. Previous experience in a research environment and willingness to travel internationally desired. Strong interest in public policy and economic development in low-income countries. . Excellent English oral and written communication skills. Computer literacy (including Microsoft Word, Excel and PowerPoint) and computer research skills are vital. Up to 30% travel may be required.
