The National Partnership for New Americans (NPNA) is a national multiethnic, multiracial partnership network for the country’s 37 largest immigrant and refugee rights organizations who together advocate for policies and programs to successfully integrate New Americans as full contributors to our nation, able to build lives of dignity for themselves and their families. NPNA exists to: 1) strengthen migrant voices in our nation by building the policy and program capacities of our member organizations, and by 2) pursuing policy campaigns with our members at the local, state, and federal level.
Our members organize their constituencies and advocate for better policies for the communities they represent. Our members also provide direct services, including immigration legal services, deportation defense, adult education, voter registration, financial literacy, workforce development, health care enrollment, and English classes. NPNA exists to leverage our members’ collective power and expertise to build a better nation for all.
NPNA is looking for a serious policy expert and leader to develop and implement NPNA and its members’ immigrant integration policy priorities and policy campaign strategy.
The Policy Director, under the supervision of the Executive Director and Chief of Staff, will lead the research and development of policy and legislative proposals on immigrant and refugee integration. The Policy Director will work with NPNA members and national policy partners to deepen our NPNA “New American Dreams” Policy Platform; to support local and state level campaigns to implement specific parts of it; and to support our national policy and legislative advocacy. The Policy Director will also oversee the NPNA’s work with local, state level, and federal agencies and Congress on a range of legislative and administrative policy issues.
Current policy priorities include the “New American Dreams” overarching policy framework, with planks on citizenship, English, education, economy, legal services, welcoming communities, and health; the “Full Citizenship” campaign, to promote naturalization and civic engagement, and to break down barriers and suppression of immigrant voter engagement; the “We Are All America” campaign in support of refugees and asylum seekers; and the “Transatlantic Migrant Democracy Dialogue”, which works with refugee and migrant leaders in Europe on shared approaches to strengthening migrant civic engagement and democratic participation.
Lead the development and dissemination of policy and legislative platforms and relevant information to national and local partners.
Participate in coalition building strategies at the national level, and maintain key relationships with partner organizations; represent NPNA in meetings of ad hoc legislative coalitions and key partner organizations.
Represent NPNA at national campaign tables and shaping strategy. Serve as one of the key contacts at NPNA with influential policy makers on key campaigns.
Participate in strategic dialogue with national organizations, policy makers and their staff, and others to provide reliable, timely analysis and strategic guidance on NPNA legislative and policy activities at the national, state, and grassroots levels.
Involve and elevate grassroots leaders and partner organizations in promoting a legislative platform that advances the interest of immigrant and refugee families, including organizing opportunities to bring grassroots partners in contact with their member of Congress, providing legislative updates, and promoting coalition building.
Lead policy and legislative research in support of NPNA member and partner initiatives to impact national, state and local policies.
Play a key role in providing research and strategic advice around the development of NPNA national policy priorities.
Work together with NPNA members to formulate strategy around policy campaigns at the local, state, and national level.
Regularly update and engage NPNA members on relevant policy/legislative developments.
Play a key role in translating national campaign efforts to state and local partners.
Train grassroots leaders on key policy issues and on working with policy makers, in coordination with NPNA member groups.
Represent NPNA positions to partner organizations, key policy makers and their staff, among others as necessary. Develop and disseminate relevant information to national and local partners, policy makers, and the media and communities.
Speak to the media to explain our NPNA vision and policies.
5 years or more of professional experience in a leadership role in representing an organization on public policy issues, especially those of importance to immigrant and refugee communities.
Ability to build relationships with relevant policy partners (government, policy shops, academic institutions, etc)
Experience analyzing and interpreting legislative and regulatory language.
Knowledge of legislative and administrative processes.
A broad understanding of federal policies that pertain immigration and refugees.
Excellent advocacy, consensus-building, coalition-building, and leadership skills.
Ability to work constructively with NPNA members and external partners.
Demonstrated ability to work collegially and collaboratively with other staff and other organizations; demonstrated ability to work with groups and individuals across the political spectrum.
Exceptional communication skills, both written and oral; experience as a public spokesperson and advocate; ability to analyze and articulate legal concepts and other complex issues and to communicate them to a variety of audiences.
