The Health Sciences Financial Aid Office is a unit within the Student Affairs Office of the Medical Education Division of UCSD Health Sciences, under the Vice Chancellor of Health Sciences. The Medical Education Division is comprised of five branches, including the Office of Admissions and Student Affairs, Undergraduate Medical Education, Graduate Medical Education, Continuing Medical Education, Alumni Affairs and Administration and Support Services, and is overseen by the Dean of Medical Education.
The Health Sciences Financial Aid Office is a core mission-critical student service unit within the Office of Student Affairs in the Medical Education Division, and is completely independent of the main campus Financial Aid Office. The Health Sciences Financial Aid Director administers $29 million in support to medical and pharmacy students, and has a staff of five counselors and one systems administrator. The staff provides outreach services, counseling, eligibility and verification determination, budgeting, awarding, reconciliation of payments, administration of department stipends, and federal, state and university reporting.
Uses professional financial aid concepts applied to a limited number of financial aid functions. Provides information and interpretation of standard policies, procedures and regulations. Works independently under general supervision in providing routine information. Receives direction regarding more complex programs.
Under general direction, the Financial Aid Counselor/Document Specialist applies a broad understanding of student aid program practices and policies including federal, state and university regulations to determine the appropriate allocation of aid awards, authorize exceptions and provide individual counseling on non-routine, sensitive aid issues. Uses professional financial aid concepts applied to a limited number of financial aid functions. Participates with other counselors and director to propose changes in policy and procedures. Reviews financial aid applications for completeness and maintains the MyFinancialAid Hold Status database by placing and removing payment holds for missing documentation and federal matching codes. Assists in completing federal reports and maintains complex databases of eligibility information. Implements office retention policies in order to archive and delete student files.
Bachelor's degree in related area and/or equivalent experience/training.
Basic knowledge of policies, regulations, and practices for awarding financial aid. Specialized knowledge of all electronic processes from certification through electronic funds transfer from the Federal Direct Education and Alternative Loan programs at the various Federal, State and University levels to ensure compliance with regulations for programs.
Problem identification and critical thinking skills. Demonstrated knowledge and understanding of philosophy, concept and application of financial aid methodology, Student Affairs and Student Business Services to enable the suggestions and evaluation of new ideas and to troubleshoot in problem areas. Demonstrated skill to solve and foresee unexpected logistical problems and make sound last-minute decisions using past experience and knowledge.
Ability to calculate financial aid with attention to detail and accuracy. Strong analytical ability and demonstrated experience to perform thorough testing of system functions, to recognize errors, malfunctions, discrepant data in order to analyze and report results with the ability to recommend system modification requirements.
Proficiency with standard office software, internet, and email applications. Basic knowledge of common University-specific computer application programs. Demonstrated user experience with a wide range of computer software, including web based applications, spreadsheets, word processing applications, presentation software, web browsers, and electronic mail.
Experience using complex databases.
Demonstrated hands-on project management skills including the ability to prepare directives, regulations and other instructions for issuance to others.
Knowledge of and ability to access resources available from Federal, State and University sources to document, research and analyze policy, regulatory and legal questions that arise in the delivery of student financial aid.
