Reporting to the college president, the vice president of human resources is responsible for providing strategic human resources leadership consistent with Bellevue College's goals and strategic plan. As a member of President's Cabinet, the vice president is a key collaborator in college policy formulation, planning, and budget development. The vice president is responsible for the development, direction, and oversight of formal and articulated human resources strategies, programs, policies and procedures for all employment and personnel operations of the college. The vice president directs professional staff who are responsible for the administration of HR functional areas, including: recruitment and employment; payroll, compensation and benefits administration; contract and labor relations; employee relations; training and employee professional development; and affirmative action/equal employment opportunity, and compliance with all federal, state, and local laws and regulatory requirements.
Leads strategies and efforts to improve the department's effectiveness and efficiency in the delivery of outstanding professional, customer-centric human resources systems, support, services, and programs.
Collaborates with the president and Cabinet to ensure that the College's goals and values of equity, inclusion and diversity are reflected in a working and learning environment that is safe, and free from all forms of harassment and discrimination.
Maintains an effective affirmative action and non-discrimination program. Serves as the college Affirmative Action Officer and Title IX Compliance Officer for college employees.
Implements effective recruitment, training, and development resources and programs to achieve and retain the diverse, skilled, and committed college employee workforce.
Leads initiatives for exempt and classified staff leadership development, on-boarding of new employees, and supervisor compliance with labor contracts and regulations.
Assures that compensation and benefits are accurately enacted in accordance with college procedures and applicable state and federal regulations in a timely manner.
Administrates labor relations and negotiation processes, serves as the contract administrator for the college's collective bargaining agreements and represents the college administration in negotiations and Labor/Management Committees with the faculty and classified collective bargaining teams;
Coordinates the talent acquisition including searches and hiring for all classified and exempt staff;
Coordinates resolution of disputes and provides consultation to supervisors and employees as needed for progressive discipline and grievances.
Provides timely and accurate information in all areas of responsibility to the President, the Board of Trustees, other college governance groups such as College Assembly, applicants, employees and other customers, and state and federal agencies.
Represents the college at the Washington Association of Community and Technical College's (WACTC) Human Resources Management Commission and other local, state and national organizations.
Perform related duties as required.
Master's degree in business, human resources management, public administration, organizational development or a related field from a regionally-accredited college or university.
Five or more years of progressively responsible experience in human resources, including three or more years of supervisory and management experience.
Experience with bargaining and with dispute and grievance resolution.
Experience with attracting, developing, and maintaining a diverse workforce.
Excellent management, interpersonal, communication and problem-solving talent, combined with a collaborative work style.
Ability to articulate a commitment to equity and pluralism.
Ph.D., JD, or other advanced degree in human resources management or related field.
Experience with higher education personnel practices and law.
Experience with automated management information systems.
