Advertised Summary Job Description: Reporting to the Director, Business Services, the Contract Officer II is responsible for the sourcing of goods and services in order to meet the University's business services needs.
Key Responsibilities Include:
-Manages University-wide Purchasing Agreements (UwPA's) for the commodity area including independently drafting contracts and contract extensions, developing and monitoring performance reports, and managing business reviews.
-In conjunction with the Director for Business Services, identifies commodities suitable for sourcing via UwPA's based on analysis of University spend data.
-Manages cross functional teams to understand University-wide needs, and develops, selects, awards, negotiates and implements UwPA's, including writing and evaluating Requests for Proposal (RFP's) and the subsequent negotiations.
-Processes requisitions and contracts of up $50,000 ensuring complete and accurate documents are submitted, in addition to being fully compliant with University purchasing policies and other applicable regulations.
-Provides recommendations to customers regarding sources of supply, and performs bid solicitations, analyses and evaluations.
-Negotiates optimum delivery schedules and ensures the best combination of price, quantity discounts, product quality, standard terms and conditions, and, where appropriate, supports the establishment of long term agreements.
-Performs data gathering, analyses and reporting in order to support University Purchasing goals and objectives.
-Develops and delivers reports and presentation materials
-Manages suppliers, cost, quality and delivery performance.
-Ensures compliance to specified quality requirements.
-Implements appropriate sourcing strategies to control the University's purchased goods and service costs and ensure an adequate source of supply.
-Develops and maintains mutually beneficial long-term partnerships with suppliers to foster effective feedback mechanisms and continuous improvement as well as negotiate the best possible value, ensure the quality of all goods and services purchased, and fully meet the needs of the end users.
-Surveys and benchmarks market conditions and trends, keeping abreast of new developments and products, and effectively communicates this information both within the Purchasing team and to the broader University purchasing community.
-Trains and educates the University purchasing community with respect to Purchasing policies, procedures and techniques, and works closely with the Manager for User Support in regard to the same.
-Responsible for driving continuous improvements in related Purchasing processes; assists in the development of performance metrics for the commodity area; represents the Purchasing team at customer and supplier meetings; performs other related duties and special projects, as assigned.
General Minimum Qualifications: -Bachelor's degree, plus a minimum of four years' related purchasing experience in the area of Business Services required, including experience with automated purchasing systems.
-Proficiency in Microsoft Office (Access, Word, Excel, PowerPoint) required.
Additional Specific Minimum Qualifications: -Must have a general understanding of the laws, rules, and regulations related to UCC.
-Prepare reports, summaries and analyses and present findings and recommendations, clearly and logically.
-Demonstrated ability to collect and analyze data and evaluate information required.
-Must be detail-oriented with strong organizational and problem solving skills, and the ability to prioritize and manage multiple projects simultaneously.
-Must be a self-starter and capable of operating with minimal supervision.
-Excellent interpersonal, oral and written communication skills, including active listening skills, plus the ability to work closely and effectively with a diverse group of University administrators, characterized by strong consensus building and relationship building skills, essential.
-Must be able to negotiate issues and resolve problems.
-In addition, the successful candidate must be able to work well with all levels of management, both internally and externally, and be flexible in nature with sound judgment.
-Must have a passion for excellent customer service and commitment to exceptional quality.
Preferred Qualifications: -Experience with the development of agreements, contracts and leases strongly preferred.
