The Employment Team Leaderoversees, manages and coordinates the Central Employment and Employee Servicesoperations at the UT Health Science Center. This position is responsible forEmployment, Records, Temporary Pool, and the Minors on Campus Program withinthe Office of Human Resources. This position oversees all aspects forcontingent staffing solutions, which encompasses, recruiting, screening,interviewing, matching temporary employees to work assignments, payroll,employee counseling, separations from the university, responding tounemployment queries and hearings.
Directs the efforts ofthe employment team regarding recruitment strategies to achieve requiredstaffing levels, reducing time to fill percentages and developing specificrecruitment plans.
Manages and approvesrecoveries for contingent employee salaries. Manages ongoing assignments ofcontingent staff, handle employee counseling and separations from theuniversity.
Provides leadershipand guidance to hiring officials in the planning, approval, and implementationof staffing projections, recruitment strategies, utilization goals,posting/advertising, screening and applicant pool development,requisition/applicant tracking, and selection support; assists with andfacilitates the design of proactive staffing plans.
Monitors and reviewsdepartment adherence to recruitment/selection policy and procedure andregulatory compliance issues; approves formal offers of hire. Managesreference, education, licensure and background verifications.
Develops and maintainsprofessional relationships with college, university and community collegeplacement offices as a source to generate qualified applicants. Schedules andattends job/career fairs with appropriate staff as a source to generate qualifiedapplicants.
Provides informationon company operations and job opportunities to potential applicants. Screensand refers qualified applicants to hiring manager for interviewing.
Manages theTrustworthiness and Reliability Compliance program for the university. Providesguidance to staff, regarding the U.S. Nuclear Regulatory Commission applicantrequirements, including administering a program for fingerprinting applicants,attaining FBI background checks and confirming applicant's employment historyand degrees obtained from institutions outside the United States.
Manages andcoordinates reductions in force, to include outplacement, exit interviewing,unemployment queries and hearings. This position facilitates general recordsmanagement trainings, outplacement trainings and new hire orientation.
Responsible forcompliance tracking, reporting, file and database management for employeerecords (current and terminated). Oversees new hire payroll entries, employeestatus changes, and immigration forms. Researches, analyzes, prepares andpresents hiring statistics, maintains records on recruiting activities asrequired.
Responsible for coordinating access to records internallyand outside the university, balancing the requirements of employee, universityconfidentiality, data privacy, public access and preservation of recordsinvolved in litigation.
Oversees the 1-9 process for all new faculty, staff, andstudents to ensure compliance with the Department of Homeland Security policy.
Supervises staff members the Employment and Records areasof Human Resources department.
Performs other duties as assigned by the Associate ViceChancellor of Human Resources.
