This is a two year probationary position.
Mondays through Fridays: 8 a.m. - 5 p.m.
Anticipated Hiring Range*
$5,000.00 - $5834.00 per month ($60,000.00 - $70,000.00 annually)
Salary is commensurate with experience.
Under the general direction of the Associate Director of Benefits and Retirement Services, the Benefits and Retirement Services Manager is responsible for ensuring high quality Benefits customer service through the effective management of all plan administration, communication, education and customer service activities. This position involves developing and preparing confidential technical or administrative information for Benefits and Information Initiatives for use by management in order to formulate its position with respect to the implementation of the bargaining unit agreements, and responding to information requests and inquiries from the Chancellor¿s Office for use in negotiating with the Unions, including, but not limited to analysis of benefits usage, assessing the impact of proposed changes in bargaining unit language on campus operations, and the preparation of information to be used in grievance and arbitration hearings. In as such, this position involves handling problems of a highly confidential and sensitive nature. This position provides leadership and direction to assigned staff and provides direct services in support of daily operations.
The Benefits and Information Initiatives Manager is responsible for overseeing the following programs:
- Core Benefit Plans: Medical, Dental, Vision and Life insurance; COBRA and Direct Pay - Flexible Spending Accounts: Flex Cash, Health Care Reimbursement Program, Dependent Care Reimbursement program, Flex Cash - Retirement, Financial Savings Plans (401K, 403b, 457)
In addition, the Benefits and Retirement Services Manager serves as the Subject Matter Expert lead on Base Benefits and related modules in HRMS and is responsible for the management and development of Benefits staff.
- Bachelor¿s degree or equivalent combination of education and experience - Ability to execute predetermined plans - Ability to conduct thorough and accurate research, prepares reports, and recommends solutions - Ability to utilize information based tools (databases) to audit benefits transactional functions - Ability to process business transaction by established deadlines, complex work assignments and initiatives in a fast -paced, multi¬ tasked environment. - Knowledge of benefits, insurance, retirement and disability program terminology - Knowledge of health, dental. Life insurance, LTD, vision, retirement programs - Ability to think and lead strategically, while also being detail-oriented to effectively analyze and evaluate plans - Proficient in Microsoft Office, HR system software. - Ability to supervise and train staff, including organizing, prioritizing, and scheduling work assignments - Skill in examining and refining operations and procedures, formulating policy, and developing and implementing new strategies and procedures - Ability to foster a cooperative work environment - Ability to develop, plan, and implement short- and long-range goals - Ability to analyze problems and develop creative solutions to complex employee benefits issues - Knowledge of benefits-related laws, regulations, principles, methods, and techniques - Knowledge of customer service standards and procedures - Ability to make administrative/procedural decisions and judgments - Ability to provide technical staff development and performance feedback
