The primary functions of the Technical Project Manager are to support and deliver small to large IT project initiatives and to work with application support teams on the process of deploying changes to enterprise class applications and their infrastructure in line with project milestones, agile cycles, and key business events. The Technical Project Manager collaborates with Technical Managers, Functional (Business) Managers, software developers, business analysts, and infrastructure support teams to manage projects and to schedule and execute releases. The Technical Project Manager will also facilitate agile ceremonies, where needed.
Principal Duties and Responsibilities:
Project management or agile facilitation of software, application, system or services projects
Set project scope, deadlines and overall delivery schedules
Create, manage, and maintain project plans and/or release schedules (overall and detailed cut-over activities) for any given project or release
Develop project budgets and funding proposals, monitor spending, as needed
Facilitate customer, functional and technical meetings, which include producing agendas and meeting minutes
Track project issues, identify and quantify risks/opportunities, propose mitigation strategies, assess impact on project scope, time line, and budget
Communicate implementation plans, status, and issues and risks to management levels and affected stakeholders within and beyond the Harvard IT community
Leverage established HUIT PMO project management philosophy and adhere to PMO standards and processes
Deliver clear and effective communications, written and verbal to business, functional and technical partners and to all levels in the organization
Facilitate decision making, manage conflicts and resolve issues, escalate critical problems to project sponsors as necessary, ensuring major decisions are aligned with Harvard's goals and direction
Effectively lead scrum teams and scrum events to deliver services and systems
Coordinate implementation activities that bring new software releases and/or patches into development, test, stage, and production environments
Ensure integrity of production environments by tracking approval by key stakeholders, dependencies between artifacts, and authorization of IT staff to make changes
Coordinate deployment milestones ensuring those milestones are planned, managed, and come together in a timely manner
Prepare implementation plan and review with project teams and stakeholders, including contact lists, communication plan, back out strategies, and production verification
Execute implementation plan during release / cut-over events, including communication of status to stakeholders and team members
Identify opportunities for automation in the release management process and lead the adoption of continuous integration and DevOps
Other duties as needed or required
Manage other projects at the discretion of the Manager, Director and Managing Director

Candidates MUST meet the following basic qualifications in order to be considered for this role:
Undergraduate degree or equivalent education and experience
Experience in release/change management for enterprise class applications
Minimum of five years' progressive experience in technical/software development project management
Experience working in an Agile environment, preferably with Scrum or Kanban
The following qualifications are preferred:
PMP certification is preferred
Certified Scrum Master, a plus
Solid understanding of multi-tiered enterprise architectures and ERP systems
Working knowledge of ITIL/ITSM
Familiarity with ServiceNow, JIRA, Confluence and/or other tools, a plus
User-focused, collaborative, innovative, and open
Strong organizational skills with the ability to handle detail and to see the big picture at the same time
Track record of design and development of streamlined processes, with examples of how they were implemented, followed and improved
Understanding or experience with DevOps a plus
Familiarity with Amazon Web Services and/or cloud technologies a plus
Understanding of SAS115 and COBIT a plus
