This consultant role is accountable for providing leadership, consultation, and expertise with all aspects of the job evaluation process including the review of the content and requirements that makeup a job, the assessment of the hierarchical configuration of the jobs to ensure optimum productivity and efficiency, and the evaluation of jobs using the College job evaluation system(s).
The Consultant partners with Department leaders and HR colleagues to build understanding of current and desired states, provide guidance on organization structure design, role composition, and communicate evaluation process and rationale. The role seeks to increase organizational effectiveness, support the collective agreements, achieve internal consistency and equity, comply with regulatory requirements, and enable the achievement of Departmental goals and objectives.
Leads Job Evaluation Committee(s) in the evaluation of unionized roles and performs evaluation of all non-union roles and is accountable for the fair and equitable evaluation of all union and non- union roles.
Provides academic and functional leaders with job analysis process, organizational structure design advice, and role evaluation consultation and expertise.
Provides consultation on compensation matters across the college for all employee groups
Develops a College level role evaluation framework including principles and strategies to guide consistent application of the program across the College.
Leads complex/high impact end-to-end organization and role re-design initiatives ensuring consistent application of College organization and role design principles
Facilitates role assessment sessions with Department/School leaders to provide training at creating optimal roles and structures, build knowledge capability and improve overall organization effectiveness.
Performs research, analyses, benchmarking, and prepares recommendations for ad hoc compensation requests including those for new employees, internal promotions, transfers and temporary assignments.
Acting as Management representative at initial classification grievance discussions with Union representative, as well as serving as a resource expert, as needed, at classification hearings and arbitration proceedings;
Lead other job evaluation, organization Design, and role assessment initiatives where subject matter expertise may be required.
Four year degree/diploma in a relevant field of study such as Compensation, Human Resources or Labour relations or programs that focus on Compensation, Job Evaluation and Organizational Design
CCP (Certified Compensation Professional) designation is preferred
Five years of progressive experience in Compensation (including experience in job evaluation).
Proven experience in job evaluation and organizational design principles, concepts, methods, models and processes and experience in leading cross-functional/enterprise-wide initiatives and projects.
Demonstrated knowledge of point-factor job evaluation systems, job evaluation concepts and methodology.
Working knowledge of employment-related legislation as it relates to compensation including Employment Standards Act and the Fair Workplaces, Better Jobs Act, 2017 (Bill 148).
Advanced skills in MS Excel and PowerPoint, with ability to analyze spreadsheet data
Strong consulting and relationship management skills to effectively influence senior leaders in adopting role and structure re-designs to increase effectiveness and efficiency.
Effective facilitator and communicator and experience in presenting to managers.
Strong planning, and project management knowledge to effective deliver of large/high impact projects
