The Manager of Community Supports, under the supervision of the Director of Independent Living, is responsible for shaping, implementing and evaluating all of Access Living’s community support services including, but not limited to, services funded by the United Way, | the Illinois Department of Human Services | Division of Rehabilitation Services, and the Mayor’s Office for People with Disabilities. The position also directly supervises and handles all personnel matters for all staff he/she directly supervises.
Communicates regularly with directly supervised staff and the Director of Independent Living to report problems, ongoing issues, accomplishments, etc.
Communicates regularly with others managers in the other program departments to assure synergy in advocacy and direct service work in the area of increasing community independence for people with disabilities.
Ensures all grant deliverables for team are met. Specifically:
Follows the guidelines of the funders.
Excellent customer service is critical for the Community Supports work.
Provides quarterly progress reports to the Director of Independent Living and others as requested.
Responsible for the development of annual “Key Result Areas” for team, monitors progress and revises as necessary.
Identify patterns of discrimination or common barriers consumers’ experience. Discuss findings with the Directors of Advocacy and Independent Living.
Assist in supporting fundraising/development activities as requested.
Promotes and coordinates the use of volunteers and interns to assist in accomplishing team goals and objectives.
Provides proper guidance and motivation to ensure team functions and thrives as a cohesive unit.
Promotes retention of well-performing employees.
Mentors staff development.
Ensures direct reports meet job requirements, appropriately handles all disciplinary problems and issues of underperformance.
Ensures that an annual job performance appraisal is conducted for each supervised staff on a timely basis.
Handles team related client complaints or refers to Director of Independent Living when appropriate.
Promotes inclusion, respect and tolerance among their own staff.
Keeps abreast of national, state and local policy or legal developments that may affect the independence, disability identity and self-determination of people with disabilities. Assist Access Living’s role and strategy related to those developments.
Promotes service linkage agreements and collaboration with other agencies providing long term care or related services.
When requested, acts as spokesperson for Access Living on Community Supports.
Works closely with Disability Resource Coordinator and Public Relations Coordinator to promote Access Living’s independent living work.
QUALITY ASSURANCE AND IMPROVEMENT
Ensures high quality of services.
Makes recommendations to improve service delivery to the Director of Independent Living.
Implements appropriate changes to achieve high customer service.
Responsible for the development and implementation of outcome based measurement tools.
Works with development staff and gathers data needed for reports to funders and other sources, ensures reporting deadlines are met.
Ensures maintenance and upkeep of team client files and database entry.
Responsible for assisting in preparation of team budget.
Monitors actual spending to ensure costs are within budget.
Approves expense reports, timecards and other documents for his/her team.
EDUCATION AND TRAINING:
Masters of Social Work, Arts or Science or comparable experience with two years of administrative experience and two years of work related to people with disabilities.
Employee must have basic knowledge of disability rights laws and experience in the field of independent living, disability rights and self-determination movements. Understanding of issues that people with disabilities is essential. Good oral, written and inter-personal/communication skills needed.
Staff must be able to travel within the City of Chicago.
