UW Finance & Administration (UW-FA) is the largest and most diverse administrative UW department. UW-FA is led by the Executive Vice President for Finance & Administration and the senior leadership team. UW Finance & Administration consists of several major UW departments including Finance (Controller, Financial Accounting, Grant & Contract Accounting, Management Accounting & Analysis, Student Fiscal Services), Enterprise Business Services (Procurement, Office of Public Records, Creative Communications, Data Group, Mailing Services, Global Support, Tax Management), Treasury, Strategic Consulting, UW Sustainability, Business Diversity Program, Integrated Services Center, Facilities Services, Capital Planning & Development, UW Information Technology, Internal Audit, and Human Resources and has an annual operating budget of approximately $450M and 2,400 FTE.
UW-FA has an outstanding opportunity for a full time Human Resources Manager.
The Human Resources Manager provides HR support to the Office of the EVPFA and staff, including hiring, training, compensation, and personnel relations. This position will serve as the subject matter expert and consultant for the Office of the EVPFA and various UW-FA units. The HR Manager reports directly to the Chief of Staff (Cos) for the Executive Vice President for Finance and Administration (EVPFA) with a dotted line reporting relationship to the VP of HR.
The HR Manager regularly exercises discretion and independent decision-making authority and will continuously integrate HR information gathered from a variety of sources to successfully fulfill the duties of the position. The manager's work environment is intense, dynamic, and sometimes stressful and requires the ability to quickly determine priorities and make sound decisions while multi-tasking. The nature of the work requires meeting a multitude of deadlines on a daily basis and immediately responding to employees and EVPFA departments.
The HR Manager is required to provide a respectful, supportive, and confidential environment for all employees. This position requires the ability to maintain a professional demeanor while dealing with highly sensitive and confidential issues in a timely manner.
DIMENSIONS AND IMPACT:
The Office of the EVPFA will rely on this position for direction and guidance regarding HR matters. Decisions are influenced on a daily basis by the interpretation and application of policies and procedures provided by this position.
Overall Management of HR Action Approvals for EVPFA All HR Actions (creating new positions, hiring, salary increases, etc.) in the 2,400 plus EVPFA workforce require the EVP's signature approval. The HR Manager manages the entire process including developing and tracking forms; advising the COS and EVP on approvals; and notification, follow-up, and compliance with the EVPFAs decisions and directives.
Advise and consult with hiring managers at all levels in matters related to HR management: compensation; performance management; collective bargaining agreements; recruitment and retention; conflict resolution; and organizational structure.
Facilitate annual merit and performance evaluation processes for all staff.
Work closely with UW-FA leaders on issues regarding confidential administrative and operational matters.
Draft personnel correspondence for Office of the EVPFA.
Manage internal HR Action approval processes.
Manage and provide content expertise on Leaves of Absence, specifically FMLA practices. Manage and monitor Workday reporting for FMLA tracking, record keeping, required communications for staff and faculty taking leave.
Advise supervisors on best practices and provide subject matter expertise on policies and procedures.
Research and analyze data related to staff salaries, hiring trends, appointments, etc., and provide reports and analysis to facilitate decision-making as requested COS and EVP.
Manage and oversee recognition programs within Office of EVPFA.
Develop and implement a comprehensive records retention and archiving (from paper to digital HR records) system that meets all University, state and federal requirements. Determine best methods and procedures that ensure compliance.
Interpret, apply, and advise on all applicable University, state, and federal employment rules and regulations to ensure compliance.
Work with Department leadership, staff and faculty to ensure a positive outcome to work performance issues by coordinating training and soliciting communication and input.
Provide informal and formal confidential support to employees and supervisors related to workplace concerns and resolving conflicts.
Serve as primary liaison between Office of EVPFA and central UW offices for employee relations issues.
Investigate, mediate and engage in complaint resolution.
Provide advice and counsel to supervisors in the corrective action process.
Provide situation assessments, policy interpretations and recommendations to the EVPFA for complaint or conflict resolution and corrective actions.
Coordinate and monitor yearly staff performance evaluations.
Recruiting, Hiring and Onboarding The HR Manager manages the recruiting and hiring process for all high level positions within the EVPFA organization including VPs and AVPs. The HR Manager is directly responsible for recruiting, hiring, and onboarding all professional and student staff within the Office of the EVPFA.
Additionally, for all positions within the Office of the EVPFA, the HR Manager oversees payroll, leave management, and reporting.
Develop and administer best practices, guidelines, and procedures to ensure appropriate updates, extensions and payroll distributions.
Assist supervisors in the development of position descriptions and preparation of proposals for approval of new or revised positions and salary level.
Work with UW Recruitment and UWHires for hiring process.
Evaluate and determine appropriate mechanisms for effectively advertising positions to increase the quality and diversity of applicants.
Participate in and oversee the candidate evaluation and selection process and salary negotiation decisions.
Conduct new employee orientations.
Anticipate potential staffing gaps, and plan for temporary coverage during recruitment periods with department leadership.
Coordinate new employee start date, salary, UW orientation, departmental onboarding and orientation, and entry into UW systems.
Initiate and process University-paid relocation and/or moving expenses, gaining payment approval when required from the Director.
Research and prepare analysis of cross-campus comparative salaries, job descriptions and staffing structures.
Overall Coordination of Workday activities for UW-EVPFA Each unit within UW-FA has their own set of roles and responsibilities related to Workday and related payroll systems. The HR Manager is the HR Partner for the Office of the EVPFA, and the overall coordinator of Workday activities for all EVPFA departments. The HR Partner will be expected to have deep knowledge of Workday operational and reporting functions.
Review and approve bi-monthly payroll for the Office of the EVPFA.
For the Office of the EVPFA ensure that payroll and leave records meet all standards, rules, and regulations and that the Office of the EVPFA is in compliance with the university.
Serve as a EVPFA's primary expert for Workday.
Coordinate assignment of security roles.
Provide data, reports, and analysis from Workday as needed.
Special Projects The HR Manager will be expected to participate in and lead a variety of HR or other related projects for the Chief of Staff.
Bachelor's degree in HR or Business Administration or related field and 4 to 5 years of human resources experience.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Demonstrated ability to work independently, problem solve, and work effectively with all levels of an organization.
Experience working with a large, structured personnel system.
Proven ability to work effectively in a deadline driven environment.
Excellent verbal and written skills.
Knowledge of and facility with Word, Excel, Access, and Powerpoint.
