The director supports the University's strategic goals by managing the Department of Information Technology's $22 million personnel and operating budget, funded by a combination of University funds, student technology fees, and charge-backs for IT services, and supplemented by periodic capital and grant funding. The director works with the CIO, her/his direct reports, and Finance to develop and maintain and ongoing three year budget plan for IT. The director works closely with Finance to track IT revenues, with the Chief Information Officer (CIO) and her/his direct reports to track personnel, operating and project expenditures against the allocated IT budgets, and reports any deviations from projected revenues or expenses to the CIO. The director reviews all IT-related contracts for the IT department, and is a key member of the IT team that negotiates contracts for IT services. The director manages a staff of two accountants and a clerk to track and process contracts, POs, invoices, interdepartmental transfers (IDTs), and payments. The director must exercise good judgment in handling confidential budget, payroll, and vendor information, and must maintain high standards of accuracy, efficiency and timeliness in the work of her/his department. To accomplish these tasks, the director uses standard financial tools provided by the University, including the Banner ERP system, Cognos reports, Microsoft Office365 (particularly Excel, Access and SharePoint), and other tools as required.
Duties and Responsibilities:
IT financial planning: responsible for gathering IT plans from the IT directors and working with Finance on projecting long-term IT revenues to develop an ongoing three year financial plan for IT. Presents the IT budget plan periodically to the IT directors and Finance, including the University's Chief Budget Officer (AVP for Budget and Financial Planning)
IT budget analysis and management: responsible for providing the IT managers and Finance with timely reports tracking actual revenues and expenses to the IT budget. Analyzes and researches variances of actual revenue and expenditures against the budget. Develops plans to correct deviations of actual revenues or expenditures against the budget.
IT Budget Office operations and administration: responsible for managing the IT Budget Office personnel. Assigns work appropriately to ensure the overall budget planning and management objectives of the IT management team are being met. Ensures Purchase Orders, invoices and Interdepartmental Transfers are processed in a timely fashion.
Contract negotiation and review: responsible for negotiating price and terms and conditions for substantial IT contracts. Reviews all contracts for appropriate pricing and IT-related terms and conditions, and tracks all contracts through Administration, Legal, and Finance.
IT budget process improvement: responsible for ensuring the IT managers make the most effective use of the technologies available to manage their budgets, including identifying opportunities to improve existing processes using the Banner Finance System, the Banner Document Management System (BDMS), Cognos reports, Microsoft SharePoint, and other available tools. IT budget policy, procedures and controls: responsible for developing and promulgating IT budget policies, procedures and controls consistent with overall University policy.
Bachelor's degree, Finance preferred
Extensive experience in IT project or budget management with some college level credits in finance or accounting may be acceptable.
Minimum of five to eight years of experience managing a large, complex budget is required; prior experience in IT budget or project management is preferred.
Master's degree, Finance preferred
Must have excellent financial skills, e.g., detailed knowledge of generally accepted accounting principles and budgeting practices
Must have excellent analytical skills, e.g., be able to develop budget forecast models and analyze budget reports to troubleshoot discrepancies between forecast and actual budget
Must be able to track project budgets, determine and variances from the forecast budget, and develop action plans to bring the project back in line with the budget
Must be able to use the Banner ERP system, Cognos reports, and Microsoft Office365 to manage the IT budget and IT Budget Office operations
Must have excellent written communication skills, e.g., prepare and maintain three year rolling IT revenue and expense forecast and monthly state of the IT budget summaries
Must have excellent verbal communication; e.g., be able to participate in contract negotiations with vendors and participate in IT management and IT project meetings to provide advice to the IT managers on managing their budgets
