STATEMENT OF DUTIES: The Director of Public Safety and Preparedness is responsible for carrying out the college's policies concerning the management and supervision of the Campus Police Department.
The Director will serve as the Chief Law Enforcement Officer and must be a liaison with outside law enforcement agencies, including local and state police. This position is responsible for campus police services, crime prevention, parking, traffic control and other public safety activities and will provide administrative direction, supervision and oversight for all Department of Public Safety personnel including the college switchboard.
SUPERVISION RECEIVED: Reports directly to the Vice President for Administration and Finance.
SUPERVISION EXERCISED: Supervises all Campus Police and Security Officers, switchboard personnel, and other staff assigned to the Department of Public Safety and Preparedness.
DUTIES AND RESPONSIBILITIES:
Plans, establishes, and monitors appropriate police and emergency procedures to ensure compliance with standard policies, practices, laws, rules and regulations; ensures the safety and protection of college employees, students, visitors, and property. Thorough understanding of all compliance mandates for campus law enforcement including Clery, VAWA and Title IX.
Provides leadership and direction in all areas of Public Safety. This includes establishing best practices in the area of Public Safety and Preparedness.
Works with student groups, faculty, and staff in order to develop and maintain good relations between the Campus Police Department and the college/external community.
Supervises and coordinates the activities of the Campus Police Department and contract security personnel to ensure duties are performed in accordance with established college policies and procedures.
Plans, oversees, and prepares work schedules for the Department; assigns subordinates to shifts and patrol areas.
Designs, establishes and maintains an organizational structure and staffing to accomplish the College's goals.
Monitors and evaluates the performance of Campus Police and security personnel through observation and conferences and by reviewing reports and logs. Conducts performance reviews of subordinates.
Plans, oversees, and participates in appropriate on-the-job training of subordinates and arranges for in-service and professional development training programs.
Prepares and submits reports and documentation for the college and for local, state, and federal law enforcement agencies.
Establishes and maintains liaison with local, state, and federal emergency response personnel as may be appropriate to ensure campus preparedness.
Develops and maintains positive liaison with the local, state, federal and other professional law enforcement agencies and organizations.
Approves payroll and monitors all department financial activity.
Leads short-and long-term planning for the Campus Police Department; prepares and submits budget requests.
Supervises and participates in the investigation of crimes, acts of vandalism, violations of the rules and other disturbances; the control and enforcement of traffic and parking regulations; the establishment and maintenance of fire safety procedures, and any other activities required to ensure the safety and well-being of the college.
Possesses comprehensive knowledge of emergency management and incident command. Serves as the emergency preparedness officer with responsibility for updating, maintaining, and keeping the current college emergency plan. Establishes drills of all types to make sure the college is prepared for any emergencies.
Provides flexible, responsive, and high-quality customer service to all we serve, be they students, community or staff, and continuously assesses processes and procedures to revise accordingly.
Works with ITS to have knowledge and ability to train on public safety electronic security systems (RAVE, Alertus, CCTV, reporting, door access).
Implements environmental health and safety policies throughout the entire campus and works closely with departments at the college that generate waste streams to ensure environmental compliance.
Responsible for all Clean State Initiatives to ensure that the college is in compliance with all environmental health and safety laws and regulations.
Establishes relationships with other environmental health and safety officers at the other state colleges and universities in Massachusetts.
Oversees video surveillance center, radio communication equipment, security and fire alarm systems procedures and repairs. Collaborate with Facilities Management personnel for fire safety and fire related incidents.
Performs other duties as requested by the Vice President for Administration and Finance.
REQUIRED QUALIFICATIONS: Bachelor's Degree in Criminal Justice or related field; knowledge of management policies, practices and planning; four years of related managerial experience; experience working in a college environment or other community institution; knowledge and experience in environmental health and safety issues and regulations; a strong belief in the fostering of a spirit of voluntary compliance is required; a strong desire to foster a strong community service component within the department is required; AED/CPR certification or ability to be certified; excellent interpersonal skills are required; strong organizational skills; proficiency in oral and written communication is required. Comprehensive knowledge of emergency management and incident command and ability to work with a diverse faculty, staff, and student body.
Must possess a valid Massachusetts motor vehicle operator's Class C license, be a U.S. citizen, pass a background investigation and CORI check and have a record free of any felony convictions. Must be eligible to be appointed (warranted) and maintain appointment by the Massachusetts State Police as a Special State Police Officer pursuant to M.G.L. c 22c, section 63. PREFERRED QUALIFICATIONS: Working knowledge of Clery Act and Title IX regulations; experience in Campus Police Department accreditation; Master's degree and ability to speak a language in addition to English.
POSITION STATUS: Full-time, non-unit position with benefits.
