Provide leadership and direction on wireless technology for 911 Location Accuracy, including best practices for design, engineering, operations, and support mobile industry in providing reports to the FCC and other government agencies, as well as engagement with NENA, APCO and NASNA.
Manage the E911 Location Accuracy Test Bed and Network Emergency Access Database (NEAD) planning and implementation.
ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE THE FOLLOWING (OTHER DUTIES MAY BE ASSIGNED):
Provide industry leadership in the area of wireless technology and best practices for network design and engineering including advanced wireless location technology and E911 Location Accuracy. Provide suggestions to operators and industry partners on areas for improvement to evolve the wireless networks’ ability to provide advanced wireless access.
Develop and modify recommendations and best-practices to enhance industry resilience and availability. Provide practical, cost effective methods and procedures.
Liaison with the FCC, government agencies, and operators to establish the right balance of network visibility and information sharing to meet government needs while not burdening operators.
Drive key programs such as location accuracy (E911) test bed and database to meet FCC requirements.
Work with executives and technical experts at member companies and government bodies (e.g. FCC, DHS) to develop technical positions and approaches that provide value to members while meeting regulatory objectives. Collaborate with other organization and entities to encourage, establish, and support processes to load reference points into the database.

Manage contractors and vendors to conduct analyses and testing.

Solid understanding of wireless network architectures and operational experience including radio access.
Experience in development or deployment of mobile wireless networks and/or equipment.
Demonstrated knowledge of engineering standards to construct and build reliable networks from mobile telephone switching centers (MTSO) and Enhanced Packet Core elements to Network equipment centers and radio base station/cell sites locations.
Leadership of cross-functional teams to drive development and deployment plans to achieve milestones.
Ability to distill key technical points for policy makers, regulatory bodies, and media
Experience in Microsoft Office, with advanced experience in Word, Excel, Outlook, and Powerpoint
EDUCATION AND/OR EXPERIENCE:
BS in Engineering or related science field with 8-10 years of job-related experience. MS or equivalent a plus.
Experienced in leading teams to conduct planning, analysis, roadmaps, and architecture plans.
Engineering and operations experience with a wireless operator or network infrastructure provider extremely valuable.
Detail-oriented with knowledge of grammar and punctuation. Proficiency in proofreading skills and strong communications skills are required.
