The University of Maryland, Baltimore School of Medicine Department of Surgery is seeking a Research Administrator. The Research Administrator is responsible for assisting faculty in identifying and applying for funds available to conduct research and overseeing and directing the research administration functions for the (8) eight divisions in the Department of Surgery. The Research Administrator supervises research administration support staff and has the authority to formulate, affect, interpret, or implement management policies or operating practice. Reports to the Senior Administrator and the Vice Chair of Research.

Creates a cohesive work team that works collaboratively to achieve unit's goals. Oversees the recruitment, performance, and training of team members and continually reviews strengths and weaknesses of staff to maintain a well-trained, highly involved, and motivated team.
Provide expertise in strategic planning, organizational and management analysis. Specifically, this will include working with the VP of Research and Senior Administrator to develop objectives for the increased research effort, improve/create parameters for measuring progress toward objectives, as well as improve reporting and tracking of progress.
Partner with research and administrative leadership to achieve financial objectives for sponsored funding. This will include preparation of annual budgets, approval of expenditures, analysis of variances, initiating and enforcing corrective actions, and providing financial plans to leadership.
Oversees and directs the entire research administrative financial operations for the Department of Surgery. This includes managing the pre and post award processes, overseeing payroll changes implemented based on research activity, managing the Department's research account balances.
Oversee research space utilization, planning, and allocation.
Manages compilation and preparation of research administration analyses, trends, and reports.
Interface with Sponsored Programs Administration (SPA) and Sponsored Projects Accounting and Compliance (SPAC) and serve as liaison with funding agencies
Partner with UMBF to increase philanthropic giving by working with faculty to create/update biosketches and research proposals for presentation to grateful patients and philanthropic foundations.
Assist faculty members in identifying research funding opportunities. This involves monitoring and analyzing Request for Applications (RFAs) for large grants (P, U, etc) from the National Institute of Health (NIH) and other Federal Agencies and targeting the RFAs to appropriate senior faculty led teams.
Ascertain research interests of junior faculty and work with the Office of Career Development help identify new funding sources for them. Also, help identify opportunities for mentorship to improve grant writing skills.
Leads faculty in writing grant applications and contract proposals (budget justifications, letters of support, etc.), collect supporting documentation, prepare budgets; work with subcontractors to obtain timely submission of subcontract applications; ensure applications meet the terms and conditions of application guidelines; respond to just-in-time inquiries and other sponsor requests. Negotiate and/or recommend modifications to contact/subcontract agreements.
Develop and maintain complex database of all grants submitted and awarded including tracking individual faculty grant histories and success rates by agency.
Develop, maintain, and implement policies for financial integrity and compliance.
Bring conflict of interest, export control and other special situations to leadership attention. Ensures proper spending of research funding.
Ensure that faculty/research staff are compliant with conflict of interest and significant financial interest training, and manage and track faculty external consulting in accordance with school and campus procedures.
Ensure the faculty/research staff are compliant with IACUC, HIPAA, and IRB policies, certifications, and updates in accordance with school and campus procedures.
Attend faculty meetings; announce new and submitted awards; announce administrative updates and notices pertaining to grant applications, policy changes, and explain changes and respond to faculty questions.
Represents the School of Medicine both within the University and nationally.
Functions as authority to department for human resource related matters for faculty and staff.
Performs other related duties as assigned.
Education: Bachelor's degree in related field such as business or public administration. Master's degree in related field is preferred.
Experience: Five (5) years of experience in contract, and/or grants processing including sponsored programs management preferably in a higher education or medical research setting. Two (2) years' experience of direct management responsibilities that involved staff recruitment, training, and professional development related to position preferred.
Other: Financial Disclosure with the Maryland State Ethics Commission is required.
Knowledge, Skills, and Abilities:
Possesses in-depth knowledge of position requirements and able to perform position in compliance with all requirements/regulations/laws. Comprehensive knowledge of NIH, FDA, CDC, and VA funding mechanisms and procedures as well as state and federal regulations. Capable of understanding scientific writing, experimental plans, and grant financials. Skillful in use of personal computer software, such as spreadsheet, database, and website applications.
Ability to continuously seek quality service and process improvements in order to support a mission and strategic vision. Strategic and analytical thinking skills with an ability to solve problems and make decisions. Ability to prioritize ongoing and new projects, as well as conduct research and gather information. Grant writing skills a plus.
