Under the general supervision of the Identity and Access Operations Supervisor, the Identity & Access Analyst, Lead (Lead') serves in a Lead capacity, provides guidance, and is a resource for the Identity & Access Analysts. The Lead is a subject matter expert in the Identity & Access Analyst job responsibilities, workflows and will continue to conduct UAA-PMG activities as needed. This position assists in ensuring that the daily operations of the UAA-PMG team meet established service levels and provides Identity & Access Analysts direction on questions and issues that arise from daily operations.
This position provides services as required by a 24/7/365 hospital and clinical environment. The environment includes access to and maintenance for UW Medicine and University of Washington managed resources (such as the UW NetID), clinical systems (such as ORCA, Epic, MINDscape), business applications (SDM, AMC Domain), reference databases (such as MSOW, MedHub), and other World Wide Web resources (such as the NPI registry, Washington State License repository). The environment is further composed of hundreds of thousands of user and contact records across dozens of systems.
This Lead will be a subject matter expert across all aspects of user provisioning and provider maintenance activities for UW Medicine and works closely with the Identity & Access Analysts, enterprise users and frequently interacts with all ITS groups, School of Medicine, UWP and SCCA on access management and provider related needs and issues. The Lead will provide a highly reliable, compliant, timely and complete service of identity, contact, and access management requiring understanding of the discipline of identity and access management within the context of the complex, multifaceted organization of UW Medicine. This includes but is not limited to including data processing, application maintenance, application support, and client/user consultation and education.
This position requires significant flexibility and adaptability to new and changing user access requirements, provider maintenance updates, technologies, policies, processes and procedures within the UW Medicine environment.
Lead Responsibilities (55%)
Escalation resource for UAA-PMG CSA1 team, provide guidance and assist with UAA-PMG operations, issue resolution and workflows.
Conduct training of new Identity and Access Analysts; provide feedback to the UAA-PMG management team on training progression and needs. Provide training to end users who use the PUMA application to verify contact information.
Provide coaching to Identity and Access Analysts as needed.
Perform on-call duties and participate in on-call rotation schedule.
Provide and maintain expert level knowledge in UAA-PMG processes, workflows and procedures; provide input and guidance to IT Services' teams in UAA-PMG related processes and support.
Oversee and conduct the AMC account audit program and functions.
Maintain procedure documentation; assist with transition to electronic documentation solution(s).
Participation in UAA-PMG committees and teams as assigned.
Provide improvement recommendations to UAA-PMG management.
Manage the UAA-PMG SDM queues and work volumes; adjust staffing assignments and skills to accommodate for volume fluctuations to ensure service levels targets are met.
UAA-PMG Operations (25%)
Activate, maintain, validate and deactivate secure and compliant UW Medicine enterprise user accounts and clinical contact information for clinical and non-clinical systems. Maintain the PUMA (Provider User Maintenance Authority) database and downstream systems data integrity (such as ORCA, Epic, AMC) through data maintenance, inventory, evaluation of interface data transfer results, and request and incident ticket processing and auditing.
Write and maintain user documentation. Work with UAA-PMG management and other policy and business requirement development groups to provide subject matter expertise regarding the provisioning of user accounts, and clinical contact data validity.
Identify and mitigate compliance risks for all workflows.
Meet with users/clients to educate and coordinate process and workflow regarding identity and access management, to capture feedback regarding the systems that are maintained and to provide analysis on how to apply/develop software applications to the specific workflows and business requirements of UW Medicine departments or business units.
Develop complex and ad hoc SQL queries, spreadsheets and databases to support and maintain application programs and/or support enterprise development; assist Identity & Access Analyst staff with their queries and debug them; and write SQL queries for use in testing scenarios for various applications UAA uses.
Use HTML (MS Visual Studio Text Editor) for UAA website administration and maintenance.
Use MS Visual Studio (editing XML configuration files), SQL Queries and VBA for automating repetitive simple tasks.
Provide analysis and troubleshooting to maintain the interfaces to PUMA from upstream systems (such as SOM databases, FHCRC/SCCA Gateway) for data integrity through data maintenance, inventory, interface support, request and incident ticket processing and auditing.
Assist in the development of new UW Medicine interfaces, workflow and system solutions regarding identity, contact, and access management data, procedures and policies.
Diagnose and resolve software/interface problems based on validation of user account and clinical contact information, and work with the Database Administrators, System Architects and other business units to solve complex problems.
As a team member, perform systems analysis and program design tasks in determining computer system specifications, developing systems, operational procedures, and developing data models.
Assist in testing, development and evaluation of software products for UW Medicine standards and workflow.
Provide quality control and quality assurance techniques to the development of identity records and user access for clinical, administrative and financial systems.
Application access administration over multiple platforms including clinical, administrative and financial applications.
Apply Federal Regulations (such as FERPA and HIPAA), State Laws, University of Washington and UW Medicine policies and technology standards in the development, support, and maintenance of user accounts and clinical contact data workflow for clinical, administrative and financial systems.
Facilitate communication between system owners/operators, Compliance (Privacy and Security), and end users and managers regarding identity record and user access matters.
Other Duties as Assigned (15%)
UAA-PMG project related work including but not limited to oversight and development of UAA-PMG SharePoint sites, subject matter expert in the use of IT Services' notification system.
Participate in training to further knowledge and understanding of enterprise workflow, including attendance at training courses.
Represent UAA-PMG and participate in an active and constructive fashion in discussions, meetings, and work committees.
Testing activities as needed with various identity and access management systems in use in UW Medicine and School of Medicine and enterprise projects affecting these systems.
Quality Improvement (5%)
Analyze and track support metrics and report and review findings as well as recommend/track changes to improve service offering.
Coordinating with various internal teams to maintain responsiveness to the end user. Coordinate and negotiate with management to appropriately hand-off issues.
Use tools and workflow to derive customer satisfaction levels and effectiveness and productivity of the enterprise.
Use databases and highly complex spreadsheets for operations, forecasting, planning, and staffing model alignment.
Continuously improve service quality. Implement and track process improvements targeted at increasing end user satisfaction and optimizing resource utilization.
What you'll bring to the table:
Three years of experience in programming and/or computer support services of a technical nature OR one year of experience as a Computer Support Analyst 1 OR equivalent combination of education/experience.
Additional Department Requirements:
Demonstrated knowledge of the account management lifecycle including identity and access functions.
Demonstrated experience utilizing the following Windows based Microsoft Office applications: Access, Excel and Word.

2+ years of professional experience in a medical environment requiring the manipulation and analysis of sensitive data.
1+ year of experience with workflow around the PUMA database.
Demonstrated knowledge and previous experience in identifying and resolving problems with databases and data quality.
Demonstrated experience utilizing database tools and applications.
Demonstrated experience with database tools to generate reports for the purpose of analyzing productivity, issue resolution and workload balancing.
Previous experience working in data analysis and data quality.
