Procurement Services has an outstanding opportunity for a Contracts Consultant. The Contracts Consultant will identify contracting opportunities that will support the growth of the University's contract-covered spend, conduct solicitations and execute and manage the resulting contracts.
The Contracts Consultant will serve as an institutional purchasing authority, identifying emerging issues and trends in various commodity areas. The position must assure compliance with federal, state and University requirements while meeting the business needs of customers and suppliers and successfully resolving purchasing and contracting issues.
The Contracts Consultant will conduct acquisitions at departmental or institutional levels. The position will serve as an institutional purchasing authority for a variety of commodities.
Create contract management plans. Serve as liaison with other buying staff, the customer and the supplier to ensure a seamless procure to pay process. Regularly review contract spend analytics and communicate with supplier and customers. At contract end, review and implement extension options as appropriate.
Develop an interactive relationship with key suppliers. Identify metrics for evaluation and develop scorecard or rating system. Conduct biannual performance reviews with suppliers.
Conduct solicitations and negotiate contracts in the best interest of the University, applying an understanding of the fundamentals of contract law, the elements of a contract, contracting authority and working with counsel. Identify, assess and mitigate risks for the University.
Utilize reporting tools to manipulate data for analysis. Identify opportunities for creating contracts that will increase the University's contract-covered spend.
Develop and Maintain Commodity Expertise
Conduct ongoing research to maintain knowledge of emerging market trends and current technical knowledge of commodities.
Approve subcontract purchase orders and facilitate payment of exceptions
Review and approve subcontract Purchase orders based on fully executed contracts negotiated by OSP (contract review conducted in Sage). Facilitate payment of invoice exceptions for subcontract blanket purchase orders, working with campus customers and Accounts Payable.
Develop and Maintain Positive Department Support Relationships
Manage relationships with customers. Partner with departments to promote utilization of established contracts and efficient use of procurement systems. Work collaboratively with customers to maximize contract benefits and address any issues promptly.
LEAN and Department Activities.
Participate in or lead internal or cross-departmental continuous improvement projects utilizing LEAN methodology and tools. Contribute to all assigned project teams.
Demonstrate proficient use of Ariba procurement systems and assist customers and suppliers to utilize systems efficiently.
May lead LEAN teams or other project teams.

Bachelor's Degree in Business or related.
Minimum of two years of progressively responsible experience in purchasing and contracting management. Equivalent combination of education and experience may substitute for the stated requirements.
A track record of successfully managing multiple procurement projects and delivering projects on schedule. Ability to develop and track procurement project schedules ;
Excellent written and verbal communication skills for a variety of audiences. Ability to lead meetings, give presentations; work with facts and be able to tell a story with numbers;
Demonstrated success in building and sustaining positive customer and other relationships
Commitment to working within an organizational framework of continuous process improvement;
Proficiency with Microsoft Office Suite
Equivalent education/experience will substitute for all minimum qualifications except where there are legal requirements such as license/certification/registration.
Experience in public higher education, especially in a research or information technology setting.
Certified Purchasing Manager (C.P.M.) or Certified Public Purchasing Officer (CPPO) certifications
