Plant & Microbial Biology (PMB) was established in 1989 in the College of Natural Resources (CNR) as a research, teaching, and training center of the Agricultural Experiment Station. The department is part of Office of the President's Division of Agriculture and Natural Resources. The department is affiliated with the USDA Plant Gene Expression Center in Albany, CA and the Energy Biosciences Institute on the U.C. Berkeley Campus.
PMB has 27 regular faculty members, 1 cooperative extension specialist, and 11 adjunct faculty members. The department has 2 divisions: Plant Biology and Microbial Biology, each led by a divisional chair. Some faculty members hold joint appointments with other UCB departments and national labs. In total, the department has approximately 300 full-time, part-time, and temporary employees holding staff and academic appointments.
This position serves as the primary advocate and administrative representative for PMB throughout campus, and helps envision, build and support the department. This individual will provide direction and coordinate PMB’s departmental services. This individual reports directly to the Chair and works closely with the Chair, the faculty and colleagues across campus to meet the needs of the department.
General Administration/Faculty Support:
•Manages, plans and administers or coordinates all services for the department of Plant and Microbial Biology. •This individual directly supervises core department and teaching lab staff. •The incumbent is responsible for managing and coordinating all departmental resources (e.g., funds, equipment, space.) •In coordination with CNR Dean's Office and Campus Shared Services (CSS), coordinates: IT, facilities and safety, undergraduate student services, contracts and grants, and human resources. Serves as an advocate for the departments employees in interactions with CSS and the Dean's Office. •Coordinate PMB’s interactions with affiliated centers and core facilities as needed: Plant Gene Expression Center, Energy Biosciences Institute, Biological Imaging Facility and Computational Genomics Resource Laboratory. •Works closely with the Chair and/or faculty on issues with departmental impact such as hiring of lecturers, searches/hiring/start-up for new faculty and space allocation.
•Develops and prepares complex budgets with multiple funding sources for grants, general appropriations, endowments and applies advanced concepts to perform analysis to determine future resource allocations on projects. Prepares budget reports. •Coordinates the preparation and management of grant and contract proposals involving a diverse and/or wide variety of funding sources and agencies, e.g., equipment grants, training grants. •Serves as special resource for faculty on pre- and post-contracts and grants work, interpreting regulations and guidelines on grants and/or contracts. •Serves as a liaison with CSS Research Administration.
Strategic Planning and Resources Management:
•Develops short and long range planning for administrative services operations and improvement to processes. •Establishes and recommends changes to policies which affect the department. •Plans for rehabilitation and renovation of laboratory spaces. •Coordinate space and shared equipment use and safety programs for the department. •Prepares space usage reports. •Coordinates safety plan and ensures departmental compliance with all applicable safety policies. •Coordinates academic programs with faculty and Plant Biology and Microbial Biology division chairs. •Assesses course/curricular needs based on resources and requirements. •Make recommendations to chairs. •Serves as scheduling liaison between faculty and CNR undergraduate scheduling staff. •Manages and maintains laboratory space and staff dedicated to preparing reagents, cultures, space and equipment for teaching our undergraduate students. •Coordinates faculty HR actions/issues in partnership with the CNR Faculty HR Analyst and the Chairs. •Act as a conduit/sounding board for the faculty and Chairs on HR issues.
•With the graduate advisor, coordinates graduate recruitments and student events and programs as well as graduate division reviews and campus reports. •Works with Chairs and faculty on proposals for course additions/changes and other programmatic changes. •Works with the manager of the Department of Nutritional Sciences and Toxicology to coordinate lab classroom support. •Serves as classroom scheduling back-up. •Coordinates with CNR Office of Instruction and Student Affairs on student advising and welfare for PMB undergraduate majors.
Outreach and Advocacy:
•In coordination with CNR College Relations, other CNR staff, PMB faculty and PMB staff, supervises departmental outreach programs to community, emeriti, alumni and potential donors. •Develop/coordinate efforts to reach out to potential philanthropic foundations or industry. •Represents the department on business affairs to the institutional community and serves on committees (e.g., CNR Management Team, Academic Business Officers Group).•Bachelor’s degree in related area and/or equivalent experience/training. •Excellent interpersonal skills: strong verbal and written communication skills and ability to influence or persuade all levels of staff. •Advanced knowledge of University (or other large organization) rules and regulations, processes, protocols and procedures for budget, account and fund management, and personnel management. •Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll. •Experience with a variety of administrative operations activities such as student advising, events planning, basic fundraising processes, risk management planning, website design, accounting and payroll, and contracts and grants regulations and guidelines. •Sophisticated skills in short and long term strategic planning, analysis and problem-solving and customer service. •Thorough knowledge of common desktop and other commonly used office automation software and the ability to learn new technologies and systems quickly. •Dynamic, thoughtful, adaptable individual with top-notch administrative skills, who enjoys an academic and research working environment. •Strong attention to detail, ability to take initiative, make decisions and work independently.
