General Statement of Duties
Under general supervision, the purpose of the classification is to provide career and placement services to the public through The Career Place. Employees in this classification perform vocational counseling, testing, assessment, and referral work. Classification is responsible for designing/delivering career development workshops and orientations, providing career assessment/development/management services, providing case management services, and assisting with planning/implementation of The Career Center programs.
The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position.
Designs/delivers career development workshops and orientations (i.e. designs/presents workshops on assessment, resume/cover letter writing, networking strategies, job interviewing, and related topics; develops/facilitates specialized workshops for welfare recipients).
Provides career assessment, development, and management services to job seekers, welfare recipients, or adults in work transition (i.e. develops/provides ongoing educational, vocational, and social services resources; interviews customers to determine initial eligibility screening; advises customers regarding training or job development referral; conducts in-depth assessment of individual job search, education, training, and vocational needs; administers, scores, and interprets all achievement, aptitude, and occupational tests; provides individual career counseling/guidance; develops individual customer career plans; provides basic resume development services; develops program/placement referrals appropriate to customer interest/abilities; makes appropriate referrals to support services agencies; troubleshoots customer unemployment issues and prepares appeal documentation; accesses electronic resources for planning/guidance).
Coordinates and/or provides case management services for trainees participating in occupational skills training, adult basic education, and English as a second language (i.e. contacts trainees weekly and monthly based on customer needs; contacts training vendors and social workers to discuss trainee performance; contacts vendors to refer/confirm acceptance into programs and to modify program curriculum to meet customer needs).
Facilitates administration of Title II and Title III funded programs (i.e. maintains knowledge of programs; coordinates program eligibility; determines appropriate customers to be considered for grant-funded programs; facilitates job search and training activities; provides justification for training along with current labor market data to funding source for approval; resolves issues/discrepancies with welfare supervisors regarding payment for placements and training).
Assists with planning, coordination, and implementation of The Career Center programs (i.e. assists with comprehensive marketing of The Career Center services, including recruitment of customers; markets center services via self-developed orientation program; designs/coordinates job retention program for welfare recipients; markets new/old services to social workers/agencies; travels to various Department of Transitional Assistance offices to recruit for grant-funded programs in order to meet planned fiscal year goals; evaluates assessment materials for appropriateness and effectiveness; develops/researches new materials).
Performs administrative tasks associated with department activities (i.e. documents all customer contact in computer database; serves as contributing editor to center newsletter; prepares case notes, resumes, training materials, training packages, employment development plans, referrals, needs assessments, status changes, vouchers, marketing materials, reports, forms, and general correspondence; receives or refers to resumes, intake forms, career action plans, career assessment materials, training program evaluations, program monitoring reports, progress reports, updates, referrals, resumes, unemployment documentation, rules, guidelines, manuals, and reference materials; operates a computer and utilizes word processing, database, desktop publishing, Internet, or other software programs).
Interacts with various agencies/individuals (i.e. attends meetings and participates on committees; serves as point person for collaborative agreement between Massachusetts Rehabilitation Commission and The Career Place; communicates with supervisor, employees, other departments, students, faculty members, program customers, social workers, welfare representatives, social service agencies, training vendors, employers, community organizations, the public, outside agencies, and other individuals to coordinate activities, review status of work, exchange information, or resolve problems).
Maintains professional knowledge in applicable areas (i.e. maintains a working knowledge of assigned area; researches new trends and advances in the profession; reads professional literature; attends conferences, workshops, and training sessions).
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
Performs miscellaneous tasks (i.e. administers assessments to appropriate low-income eligible customers; performs quality review to ensure services/outcome are recorded and reimbursable; copies/collates workshop materials; searches for misplaced records; answers telephones and provides information).
Performs related duties as directed.
Bachelor's degree in Counseling, Psychology, or closely related field; with three (3) years' experience and/or training that includes vocational counseling, vocational testing/assessment, vocational referrals, employment services, or career development/transition; or an equivalent combination of education, training, and experience. Bilingual English/Spanish preferred.
