JOB DESCRIPTION: Parents as Teacher Program Supervisor/Bi –Lingual Parent Educator

REPORTS TO: Co- Center Director
OVERVIEW:Family Focus’ mission is to promote the well-being of children from birth by supporting and strengthening their families as individual units and within their communities. POSITION SUMMARY:The Program Supervisor will be required to work at various levels, such as: Program Administration and Compliance, Resource Development, and Direct Services. The Program Supervisor is responsible for all PAT program activities and interventions conducted in center-based and community-based settings which include families’ homes and collaborating agencies. This involves group assignments, family assignments, and parent/child focused activities. This will entail the delivery, planning development and evaluation of children’s social, emotional, cognitive, fine and gross motor development. This will also provide the assurance that the center offers a hospitable environment for families, adhere to the family support guidelines, funder contractual obligations, and maintain/develop strong community relations.
Program Administration and Compliance:
The Supervisor is the designated “Program Contact” and considered to be the principal staff person for programmatic administration of the ISBE PI grant and will serve as the Database Facilitator. Supervisor will manage and supervise PAT program, including conducting staff supervision, contractual compliance, records management, and integration with the other service programs in the center.
To ensure that all participants enrolled into the program are notified that all staff are mandated reporters.
Ensure that all staff reference information is kept in a safe place and can be reviewed by a credential panel at any time.
New staff members are trained according to requirements of PAT guidelines.
Make the annual APR and manage IWAS
Maintain statistical information system. Work with Parent Educators to ensure appropriate records for the program are up-to-date and accurate, and perform record reviews.
Supervise Parent Educators working in the program.
Support staff in their professional development goals and complete Parent Educators’ Staff Development Plans.
Meet twice a month with Parent Educators and Mental Health Clinical Consultant.
Act as contact for referrals coming into the agency
Develop relationships with hospitals and local community agency to ensure the smooth influx of referrals.
Track the number of children with up-to-date immunizations enrolled at any time during program year.
Ensure that the number of development screening conducted on time.
Maintain updated the staff manual and the PAT manual.
Resource Developer and Collaboration:
Assist the Co- Center Director in maintaining strong productive community relations, establishing and maintaining referrals, and collaboration and planning agreements with other agencies.
Assist the Co- Center Director in the orientation and training of the advisory council and its fundraising activities.
Work as part of a team in the planning and implementation of ‘all center’ activities.
Assist the Co-Center Director in developing an evaluation system for the center under existing guidelines. Responsible for on-going evaluation activities.
Provide home visits to 10 families.
The position requires a Master’s Degree in Social Work, Psychology, Early Childhood Education, related field or equivalent work experience. Candidate must have at least two years of experience, an understanding of how to facilitate parenting groups, with high energy level, personal initiative and work ethics.
The Program Supervisor must have a well-developed knowledge base in Child Development and will lead the agency in this aspect of its work.
Knowledge of parent/child development and family dynamics.
Excellent supervisory and effective strength-based leadership skills.
Ability to build strong relationships with direct services staff, participants and colleagues.
Capability to interpret Family Focus programs to parents and the community.
Knowledge of community resources, and ability to support community members in acquiring resources for themselves.
Clear understanding of the ethics of the helping field or wiliness to learn and adopt its principles.
Ability to lead staff to work with families in a strength–based manner, focusing on parent/child interaction which includes but not limited to, floor play, understanding babies cues, temperament and development.
Understand parallel process as it relates to leadership, direct service staff and participants.
