MSK is seeking a Manager, Clinical Research Budget Analysis to manage the activities of Pre-Award Clinical Research billing compliance and budgeting and provide support to investigators and study teams initiating and conducting clinical trials. Using their thorough understanding of clinical research, the Manager will initiate, develop, negotiate, and approve clinical research budgets for new protocols, budget amendments, letters of intent and contract payment terms and sub-contract agreements.
Reporting to the Sr Manager/Manager, Clinical Research (CR) Finance in the CR Finance unit of the Office of Research and Project Administration the Manager will:
Manages the central development of clinical research coverage analysis and billing compliance. Ensures timely, accurate and compliant development of any protocol coverage analysis, regardless of sponsor.
Oversees the Medicare Coverage Analysis process for all nonexempt clinical research studies.
Ensures consistency between the budget protocol, consent, protocol submission form, review committee comments and responses, and other relevant documentation prior to approval.
Ensures all costs are captured and the budget aligns with the coverage analysis and relevant study documents. Works collaboratively with Principal Investigators, project managers, study coordinators, and other research staff.
Evaluates the active clinical research budget portfolio to identify trends and problem areas with specific sponsors, site sites, trial types, etc.
Helps evaluate and establish improvements in budgeting methodology, including establishing new templates and tools.
Develops, maintains and manages CR Finance Budget Tracking Systems for all clinical research budgets approved in a calendar year.
Ensures all approved and finalized protocol budget data is entered in the appropriate tracking system, including approved budgets for new protocols, budget amendments and letters of intent.
Supervises a team Budget and Billing Compliance Analysts to ensure timely and accurate budget development, coverage analysis, negotiation and execution.
Assists with recruitment, orientation, training and development of new team members.
Meets with staff on a regular basis; provides ongoing feedback to staff on performance strengths and areas in need of improvement.
Evaluates performance and makes recommendations for personnel actions.
Conducts performance appraisal process per MSK and departmental guidelines within established time frames.
Advises staff on individual growth opportunities; recommends employee promotions and/or transfers, where appropriate.
Provides operational support to the budget and billing compliance team to ensure and facilitate efficient and effective daily operations of the CR Finance Unit.
Assists with communication of and adherence to institutional/departmental policies and procedures, process updates and changes, quality standards and improvement initiatives and develops guidance and resources to support implementation, as needed
In collaboration with the Sr. Manager, oversees and ensures effective collaboration between research staff/Principal Investigators and CR Finance, as it relates to budget development, billing compliance, and negotiation; Collaborates with the clinical departments to communicate standards regarding the conduct of clinical research financial activities at MSK.
Reports on workload and assignments to ensure financial activity is completed in an accurate and timely manner in accordance with regulations and guidelines.
Ensures financial databases are updated to track pre award activities for all clinical research budgets, including work flow, and reporting metrics.
Performs routine QA/QC of entered budget data to ensure accuracy and consistency with the finalized budget documents.
Works independently on projects and initiatives. Projects may include but are not limited to special requests from leadership or clinical department Administrator/Chair/ Vice Chair, or any regulatory compliance projects.
A minimum of a Bachelor's Degree is required; a Master's Degree is preferred.
2-4 years of managerial experience is strongly preferred.
2-4 years of clinical research experience with knowledge of clinical research financial management and oversight including but not limited to experience in budget development and oversight, clinical trials agreements, invoicing, and fiscal management.
The ability to develop, facilitate, and orchestrate effective communication with all members of the Center.
Ability to communicate effectively with all levels of staff including clinical staff (investigators, nurses etc), administration, research and clerical support staff, and institutional leaders.
Strong presentation skills; The ability to communicate, explain, interpret, share and present information to employees, management and clinical staff and patients at MSKCC as well as appropriate external contacts.
Ability to analyze and interpret financial data.
The ability to set priorities among several tasks simultaneously and meet established deadlines, manage multiple projects simultaneously, and guide staff to ensure programmatic activities adhere to established timeframes and deadlines.
Proficiency with Microsoft Office (Word, Excel, PowerPoint, etc.).
