University Shared Services Enterprise (USSE), located on the Oregon State University Corvallis campus, is recruiting a Director of Financial Reporting Services to lead a team of accountants in providing accounting and reporting standards expertise, including the preparation of annual financial reports for university clients. As a key member of the USSE Leadership Team, the Director serves as an advocate of the organization’s services and plays a role in execution of the USSE strategic plan.
USSE provides shared finance and administration services to the seven public universities in the state of Oregon. Oregon State University serves as the employer for those who work for USSE and provides space, equipment and other support.

Reporting to the Executive Director of USSE the Director of Financial Reporting Services serves on the Leadership Team for USSE. The Director of FRS leads a team of accountants in providing accounting and reporting standards expertise for university clients. Service offerings include preparation of annual financial reports and the Schedule of Expenditures of Federal Awards (SEFA), preparation of short form Facilities and Administrative Cost rate proposals, and capital asset accounting and other accounting services upon request. Proven leadership and project management experience are essential components of this position in ensuring that the FRS professionals assist university clients in meeting or exceeding their reporting deadlines.
The Director of FRS has authority and responsibility for setting the department vision; providing effective planning/project management; ensuring prepared financial reports are in accordance with GASB, FASB, GAAP & NACUBO standards; developing department budget and fee schedule; developing and maintaining strong client relationships; marketing FRS services and developing business and agency relationships. The Director of FRS is responsible for supervising, mentoring and ensuring that personnel performing the Financial Reporting Services are qualified and provided with ongoing training in accounting and reporting standards.
This is a full-time (1.00 FTE), 12-month, fixed term professional faculty position. Reappointment is at the discretion of the Executive Director of USSE. USSE is a contractual service organization providing a suite of essential business services in support of higher education in Oregon. Bachelor's degree in Accounting, Finance or bachelor’s degree with additional coursework in accounting.
Active CPA license.
Five plus years of professional accounting or auditing experience.
Three plus years of leading a team of professionals.
Qualitative analytical writing and presentation skills and demonstrated ability to collect and analyze data to derive conclusions and recommendations; prepare and analyze complex financial information; prepare oral and written reports/notes that are clear, concise and thorough.
Experience in researching and applying GAAP specifically GASB/FASB reporting standards, preparing, and analyzing financial reports prepared according to GASB and or FASB reporting standards
Evidence of effective working relationships with both colleagues and or clients and using tact and diplomacy with others to gain cooperation
Evidence of effectively communicating orally and in writing with a variety of people, at various levels in an organization
Preferred Special Qualifications:
Experience in project management development and leadership
Experience in college/university accounting or auditing
Extensive knowledge and experience in Microsoft Office, specifically Excel & Cognos
Experience and knowledge in working with publication software, specifically In Design
Extensive knowledge of supervising techniques and methods applicable to leading a team of professional staff
Skill organizing and coordinating work groups to resolve issues as well as reviewing others' work for compliance and accuracy
Knowledge of and experience with an enterprise application used to manage financial information such as Ellucian Banner
Knowledge of a financial consolidation software such as Cognos Controller that support the complete close, consolidate and report process
Skill advising and implementing accounting controls, financial and managerial reports, improvements to business practices
Skill researching, interpreting, and applying generally accepted accounting principles (GAAP), internal revenue code, and OMB Circulars (e.g. The Single Audit Act)
General knowledge of the Internal Revenue Code and OMB Circulars (applicable to federally sponsored project management and F&A Cost proposals)
