The International Training and Education Center for Health (I-TECH) is a center in the University of Washington's Department of Global Health that works in partnership with the University of California, San Francisco. I-TECH has projects in more than 20 countries, and its worldwide staff work with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners to support efficient, well-ordered health care systems that provide high quality care to all citizens.
I-TECH has an outstanding opportunity for a full-time Computer Specialist and App Developer.
The SIGHT team is composed of developers and implementers and oversees projects of a technical nature to support country office programs. These include mobile apps, web development and stand-alone systems. SIGHT also contributes to success within the HQ center by initiating and implementing technical solutions to the work environment of all I-TECH staff
The Computer Specialist and App Developer will split time between mobile app development, creating healthcare based applications to use in lower bandwidth settings, and computer support, training staff on systems, software and hardware used within the Center.
KEY RESPONSIBILITIES INCLUDE:
Mobile App/Web Development
Design, develop, code, test, and debug mobile application
Create unit test plans/case, develop, unit test, conduct code and unit test walk-throughs
Work with users to define existing or new system scope and objectives
Provide analytical support and technical advice during the conceptualization, development, and implementation phases
Maintain applications, including bug fixes, performance enhancements and runtime production support
Develop in PHP and Java
Generate technical documentation for various aspects of the applications developed
Review and evaluate systems and software for adherence to government or commercial directives, standards, guidelines, and criteria concerning software safety and systems safety
Design, Develop, and Test mobile based applications on Android platform
Software and Hardware Initiatives, Delivery and Maintenance
Provide technical capacity (Adobe Connect, Polycom, phone bridge, teleconferencing) for regular virtual meetings with domestic and international collaborators; provide documentation and training to participants as needed; actively monitor these events to ensure success
Support A/V equipment use and maintenance; assess and report telecommunications options for staff
Support data exchange (upload/download) for research site use and report generation
Troubleshoot connectivity, software and hardware issues
Monitor and react to updates from the department and Nebula
Manage content and information upload to a variety of platforms (website, Dropbox, iCloud, e.g.)
Research, recommend and implement computer hardware and software upgrades and purchases across multiple platforms for local and (select) international staff
Operating System, Application Training and Support
Design and provide training to departmental staff on operating system and software applications such as Windows, iOs, Microsoft Office, Adobe Connect, Acrobat Pro and Endnote
Provide ongoing technical training to staff on various systems, hardware, and software applications to keep skills current and to teach advanced features
Develop and maintain user and technical documentation training materials and manuals for applications used in Center projects
Provide on-site support for staff, analyzing, evaluating and implementing new and existing technologies in support of organizational needs
Ensure user accounts are created for new employees/users, system configuration, and access
Install software on a variety of devices (laptops, tablets, mobile phones, etc)
Maintain and regularly review user accounts and server permissions across the Center
Diagnose and correct hardware and software problems
Prepare systems for new staff; train staff on usage and best practices
Systems and Application Development and Support
Analyze existing systems and work flow processes
Determine emerging technology priorities in conjunction with the PIs, supervisor, and research operations staff
Coordinate with UW Nebula staff to interface Center systems and applications with on- and off-site server systems
Participate in systems priority planning for international research studies
Research, evaluate, report, and assist in implementing available mobile data collection tools for use in research projects in Africa; develop, maintain and evaluate mobile systems documentation and training protocols for international site staff; interface with developers and vendors
Review monthly charges from Nebula for routine costs and communicate changes to be made based on computers added and removed from the domain
Develop, maintain and regularly report departmental hardware and software inventory
Interface and coordinate with Nebula support staff, vendors (Computer Maintenance Group, UW IT Services, AT&T), manufacturers or maintenance companies for repairs
Monitor and alert staff to relevant Nebula announcements (system outages, e.g.), serve as I-TECH representative at Nebula events
Maintain pool of loaner equipment for staff

Bachelor's degree in Computer Science or related field. At least two years of experience supporting information systems and users. Previous experience developing mobile applications for the Android platform.
Previous experience must demonstrate:
Proficiency in Windows, iOS, MS Office, Adobe (Photoshop and Dreamweaver), and Endnote
Experience building Android mobile applications
Communication of technical issues to, and provide system level support for, a variety of collaborators comprised of both technical and non-technical members
Ability to produce high quality code in a timely manner.
Ability to cope effectively with rapid change of direction based on changing projects, the lack of country resources and unexpected events at our research sites in developing countries
Ability to work independently as well as in a team environment with both local and remote members
Attention to detail and the ability to prioritize multiple tasks under stress
Ability to exercise independent judgment and manage competing priorities using strong organization and time management skills
Excellent written and verbal communication skills
Proven understanding of how to leverage mobile OS frameworks for multi-threading, persisting data, and adapting user interface across multiple screen size.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Working knowledge of UW technology/computing policies and procedures (Nebula, Computer Maintenance Group, UW Medicine Information Technology Services, etc)
Ability to travel overseas for 1-2 week periods
Experience working in field of HIV/AIDS care
Experience working with international staff
Strong working knowledge of technology use in developing countries
Proven ability to quickly learn and apply new technologies
Server management and maintenance
Experience working with Android SDK components such as Activities, Fragments, Intents, Layouts, and others.
Experience working with REST, JSON or XML based web services.
Experience with multi-threaded software design and working knowledge of the general mobile software design patterns, architectures, trends, and emerging technologies.
Experience with modern development methods such as Agile or Scrum.
Experience using GIT
CONDITIONS OF EMPLOYMENT
Appointment to this position is contingent upon obtaining satisfactory results from a criminal background check.
This full time position is based at the I-TECH offices at the UW in Seattle. This position requires up to 10% travel to countries that often lack adequate public health and safety infrastructure. Travelers must be prepared to follow the UW and US government recommended precautions and prophylaxis for travel safety and disease prevention. This position requires frequent participation in early morning and late evening telephone conference calls in order to accommodate time zone differences between Seattle and its country project sites.
