Construction and Facilities Contract Specialist - (170001JD)
University of Maryland Baltimore currently has an opening for a Construction and Facilities Contract Specialist for the Department of Strategic Sourcing and Acquisition Services. The selected candidate will p erform construction and facilities procurement and contract management activities of the complex nature for all aspects of construction and facilities procurement transactions. Procurement may specialize in unique situations with complex specifications, limited market sources, and close price competition.

Work directly with project managers to draft specifications and vendor qualification criteria for bids and proposals upon researching the end user's needs to ensure proper procurement, maximized competition, and proper form and function.
Evaluate bid and proposal responses to contract awards and debrief unsuccessful vendors.
Prepare construction procurements for specific building projects.
Performs contract administration on all contracts awarded.
Resolve any differences on critical points and specific contractual provisions.
Maintain existing and develops new sources for construction and contractor supplies and services.
Serve as liaison between project managers and vendor community, supplying end users with information on sources, discounts, pricing and delivery provisions.
Perform other duties as assigned.
Education: Bachelor's degree
Experience: Four (4) years of procurement, construction, or project management experience, including at least one (1) year of construction or construction procurement experience

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of procurement laws and requirements.
Understanding of generally accepted purchasing principles and practices including preparing proposals for bid, bid evaluation, contract terms and problem resolution.
Working knowledge of construction procurement activities.
Demonstrated ability to ensure the integrity of the procurement process from beginning to end.
Demonstrated ability to negotiate with vendors and suppliers and to communicate effectively both verbally and in writing.
Working knowledge of computer system used for procurement.
Ability to prioritize work for self and others and to expedite goods and services when required.
Demonstrated ability to analyze problems and recommend viable alternatives.
Hiring Range: $70K - $80K - Commensurate with education and experience
