The University of Maryland, Baltimore (UMB), Office of Emergency Management is currently recruiting for the new position of Executive Director. This key role will work to increase the culture of security and preparedness at UMB. The department has been created specifically to administer the emergency management program and will report to the Chief Business and Finance Officer and Vice President for Administration and Finance.
UMB is comprised of 6.1 million square feet of complex medical research and state of the art clinical services and teaching space located in 65 buildings on 61 acres in downtown Baltimore. Comprised of 6 nationally ranked professional schools and an interdisciplinary graduate school, UMB annually enrolls approximately 6500 students and employs over 7000 faculty, professional and support staff.
The Executive Director will be responsible for:
Directing and validating the creation, implementation, training and continuous improvement planning for a comprehensive all-hazards emergency management program.
Providing management and coordination for responses to planned and unplanned events that impact the campus.
Serving as the primary emergency preparedness and response liaison between UMB and partner agencies and organizations to include, but not limited to, Baltimore Office of Emergency Management, University of Maryland Medical Center Emergency Management, Veterans Affairs Emergency Management, etc.

ESSENTIAL FUNCTIONS :
Develop and maintain a campus emergency management program to prepare the campus community in the event of an emergency or incident, mitigate measures to reduce loss of life and property, respond to and recover from emergencies, and maintain campus mission essential functions.
Ensure compliance with University System of Maryland (USM) policies; as well as local, state and federal regulations, laws, and guidelines.
Articulate, document and implement the plan for creating the inaugural UMB emergency management office and comprehensive all-hazards emergency management program.
Educate the university community on the major components of an all-hazards emergency management program that focuses on all 4 phases of the emergency management program: Preparedness, Response, Recovery, and Mitigation. Prepare and deliver instructional and/or outreach programs for specific campus audiences promoting emergency preparedness.
Lead UMB in developing an all-hazards emergency management plan. Develop emergency plans to respond to incidents' or special event's needs. Incorporate the principles of the National Incident Management System (NIMS) and the Incident Command System (ICS) into all emergency planning activities and support interoperability with both internal and external stakeholders.
The ideal candidate will have a degree in emergency management, public safety management, homeland security, or criminal justice. Master's degree in one of the above areas is preferred; ten (10) years of progressively responsible roles in emergency management or homeland security (a master's degree in a related field may be substituted for two (2) years of experience); five (5) years of direct leadership and management experience of staff; and: FEMA's Professional Development Series; HSEEP; IS100, 200, 700, 800, ICS 300,400; FEMA's Advanced Emergency Managers Academy (or completion within the first 18 months)
Preferred Certifications: Certified Emergency Manager (CEM); FEMA Master Exercise Practitioner (MEP); Mitigation Planning experience and a working knowledge of Hazard Identification and Risk Assessment (HIRA).
