The University of Maryland, Baltimore (UMB) is currently recruiting for the position of Chief of Police in the Department of Public Safety. Reporting directly to the Chief Business Officer and Vice President for Administration and Finance, the Chief of Police is responsible for public safety, including law enforcement and security operations, for the campus. This command position will provide leadership, administrative direction, and strategic planning for the UMB Department of Public Safety. The position will also take a leadership role in planning for and responding to campus emergencies and developing proactive outreach programs for a diverse community.
The UMB Department of Public Safety supports the campus mission by controlling, preventing, and reducing crime, conducting crime prevention activities, and maintaining order on campus. The UMB Police Force is a full service law enforcement agency that is comprised of sworn officers, security officers, police communications, and administrative staff. The mission of the force is to deliver quality crime control service that supports UMB's mission to improve the human condition and serve the public good of Maryland and society at-large through education, research, clinical care, and service.
UMB is comprised of 6.1 million square feet of complex medical research and state of the art clinical services and teaching space located in 65 buildings on 61 acres in downtown Baltimore. Comprised of 6 nationally ranked professional schools and an interdisciplinary graduate school, UMB annually enrolls approximately 6500 students and employs over 7000 faculty, professional and support staff.

Provides leadership in the development and implementation of a five year strategic plan for the UMB Police Department and Security services, including mission and goals, assessment of medium and long range fiscal and facility's needs, and measures of accountability.
Reviews and evaluates the structure and operations of department toward enhanced efficiency and effectiveness. Plans, organizes, coordinates, directs, and evaluates activities of the UMB Police Department and Security services; establishes goals and initiatives, and the effective utilization and deployment of resources.
Develops and implements law enforcement and security policies and procedures; ensures training and strategic deployment of police officers and security guards to effectively address crime prevention, law enforcement, security concerns, and emergencies impacting the University, students, faculty, staff, and visitors.
Oversees compliance with the Clery Act and related annual reporting.
Maintains collaborative working relations with the City of Baltimore and the Baltimore City Policy Department to facilitate overlapping jurisdictional issues.
Leads the agency in maintaining CALEA accreditation status.
Serve as Incident Commander for all appropriate campus emergencies. Supports the Executive Director of Emergency Management in the oversight of non-law enforcement crises or disasters on campus.
Working in partnership with University partners, communicates with various media outlets, including print media, radio and television media on matters of public safety, law enforcement, and security when deemed appropriate by University Communications and Public Relations.
The ideal candidate will have a Bachelor's degree in Criminal Justice, Police Administration or other related field and fifteen (15) years of experience as a full-time commissioned officer (a master's degree in a related field may be substituted for two (2) years of experience); seven (7) years progressive management/leadership experience in which three (3) of those years were serving as an executive-level leader of commissioned and non-commissioned staff.
Priority will be given to candidates who have experience in both City policing and University policing specifically in a complex, diverse, and urban campus community. The Federal Bureau of Investigation National Academy (FBINA) Certification is preferred.
Requires certification by the Maryland Police Training Commission or the ability to obtain certification within six (6) months of appointment date.
