The University of Maryland, Baltimore (UMB), nstitute of Human Virology is currently seeking a Health Program Director . The Director of Health Programs focusing on global health operations, cost and budget management will provide overall leadership and support for budget development, budget performance monitoring, management quality and make recommendations to the Senior Director for Global Health on options for increasing cost efficiency in the management of all global health programs.
The incumbent serves as the advisor for budget and cost management across all programs and ensures that proven management principles are applied in the implementation of field programs. This position supports the Director for Global Health in all phases of developing and maintaining the portfolio's operating program budgets, day-to-day financial planning activities and processes and in addition oversees effectiveness of field program performance systems. He/she will be involved in the strategic budget process and the overall strategic plan for the Global Heath Initiatives within the Institute of Human Virology under the School of Medicine, University of Maryland Baltimore.

Supports the Senior Director for Global Health to develop and implement framework for program performance that ensures accountability for results by HQ and field leadership and management teams. Supports performance review processes within the field offices and provides technical guidance for program staff to implement initiatives that will improve overall efficiency and effectiveness of field programs.
Participates as a key technical resource in the development of the Global Health Initiatives Strategic and Operational Plans. Carry out routine financial expenditure analysis of al budgets and make specific recommendations to the Director for Global Health, Country Directors and other staff on cost cutting measures to improve efficiency and increase value for money for sponsors.
Develops tools, templates to guide budget development and monitoring and trains all program management staff in the application of these tools. Prepares cost proposals for new programs that align and translate technical propositions into quantified resource requirements that are feasible and value adding. Analyzes and evaluates relationships between major operating program changes and the financial state of the global health portfolio. Takes action to ensure adequate funds for program coverage. Analyzes, evaluates, recommends, and revises annual and program specific budgets.
Oversees and manages Global Health Initiatives' budget operations, including both budget formulation and execution. Reviews and formulates guidance for use in developing an integrated budget. Ensures review of a variety of historical data and comparison to current spending information and trends for a consolidated estimate covering the complex and diverse programs administered. Utilizes the budget system as an evaluation tool in measuring program performance and effectiveness.
Consolidates and validates input from individual program budgets for the presentation of the budget. Oversees the compilation of budget presentation information and materials. Plans and coordinates the presentation of annual and long-range budgets for the substantive and supporting programs administered by the organization. Reviews and evaluates the materials and addresses, donor priorities and objectives in the budget documentation.
Oversees implementation of the global health strategic plan on behalf of the Director for Global Health. Quantifies and monitors HQ staff and faculty working on global health salary coverage and continuously makes adjustments to reflect changes in time commitment.
Performs other related duties as assigned.
Education: Bachelor's degree in discipline appropriate to position is required.
Experience: Five (5) years experience working in an appropriate field with at least 2 years experience of overall responsibility for program direction, coordination and implementation.
Credit history review may be required.
