The International Training and Education Center for Health (I-TECH) is a center in the University of Washington's Department of Global Health that works in partnership with the University of California, San Francisco. I-TECH has projects in more than 20 countries, and its worldwide staff work with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners to support efficient, well-ordered health care systems that provide high quality care to all citizens.
Within I-TECH, the International AIDS Education & Training Center (IAETC) grant, funded through a cooperative agreement by the US Health Resources and Services Administration, operates in nine countries with an annual budget of over $20 million. The IAETC supports the international mission of the US Health Resources and Services Administration (HRSA) of improving health outcomes for people living with HIV globally.
I-TECH has an outstanding opportunity for a full-time Monitoring and Evaluation Sr. Advisor. The Monitoring & Evaluation (M&E) Sr. Advisor works across country project teams to ensure adherence to best practices for rigorous program monitoring and evaluation. This position provides day-to-day management to ensure that all IAETC projects are developing and implementing sound M&E plans and program evaluations and regularly reporting the results. The M&E Sr. Advisor synthesizes emerging developments in PEPFAR's efforts to increase data for decision-making, disseminates information via Webinars and other communication formats, and serves as a resource for country teams. S/he reviews IAETC program performance and performance indicators in light of PEPFAR guidance, and advises on program improvements. The M&E Sr. Advisor reports to the IAETC Program Director and is a member of the IAETC Management Team.
KEY RESPONSIBILITIES INCLUDE:
Prepares and manages grant-wide reviews and support of IAETC M&E
Reviews monitoring and evaluation plans, highlighting opportunities and gaps for network-wide learning, provides TA as necessary and gives written feedback to teams
Provides guidance and support for M&E related challenges and issues across the IATEC country programs.
Provides guidance on resources necessary to implement key evaluation activities
Performs rapid reviews for quality assurance of evaluation and assessment reports before they are made publically available
Convene regular M&E community of practice
Strengthens sharing of best practices and promising innovative interventions across the IAETC
Champion the I-TECH Implementation Science Standards, promoting and supporting compliance across the IAETC portfolio
Supports adherence to UW policies regarding ethical clearance of research and evaluation projects, in collaboration with I-TECH Center IRB Manager
Drafts case studies highlighting innovative interventions and best practices
Leads preparation for an annual year-end progress report meeting
Monitor and report on data quality assessments conducted in country offices and HQ
Develop approaches to increase data quality, per IAETC standards, when data quality gaps are identified
Leads IAETC support of PEPFAR's data for decision making initiatives
Develops training and provides network-wide updates on emerging USG performance measures and initiatives
Advise programs on interpretation of PEPFAR indicators, including development of custom indicators
Collect PEPFAR data for reporting to HRSA on a quarterly basis.

MPH in public health or other social or behavioral science plus 5+ years M&E experience. Experience working internationally, coordinating and managing complex global health projects required.
Demonstrated ability to think conceptually about evaluation questions and to apply evaluation theory to practice;
Extensive experience mentoring and implementing formal evaluations, M&E or program research in resource limited settings;
Experience training and managing a monitoring and evaluation team;
Familiarity with one or more of the following fields: training/human resource development; HIV/AIDS care and support services; health service delivery; data management/quality assurance;
Experience with health education/training, preferably in an international context;
Demonstrated ability to facilitate communication between professionals with a variety of cultural backgrounds in a respectful and diplomatic manner and enhance effective partnerships;
Demonstrated excellent writing and presentation skills and experience;
Experience working with PEPFAR funded programs.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Experience providing capacity building support for PEPFAR programs.
Experience with PEPFAR M&E requirements.
